|a إن استراتيجية تطوير البنية التحتية للمؤسسات الإصلاحية ارتبطت بإنشاء مؤسسات وأنظمة إصلاحية لتعقب المجرمين حتى يومنا هذا وصلت إلى نقطة وجدت فيها بديلاً عن عقوبة الحرمان من الحرية لما لها من أثر سلبي على حياة النزلاء وعوائلهم، لأن المؤسسات الإصلاحية في العصور السابقة كانت مراكز عقاب المجرمين بدلاً من مراكز تأهيليهم وإصلاحهم، وذلك لأن مرحلة التنفيذ العقابي تعد من أخطر المراحل التي تنتهك فيها حقوق النزلاء، الأمر الذي استدعى البحث عن استراتيجيات لتقويم نظام هذه المؤسسات على وفق قواعد وقوانين تأهيلية، وإصلاحية تنطوي تحت إدارة المؤسسات الإصلاحية، والدولة، والمجتمع، كما يتطلب الأمر بعض الضمانات في اتفاقية التأهيل والإصلاح؛ لغرض تحقيق التوازن بين الطبيعة البشرية وحقوق النزلاء، حيث إن تطبيق معايير العقاب، والتصنيف من أهم الضمانات التي يمكن أن تضمن إعادة تأهيل النزلاء بما يلبي متطلبات حقوق الإنسان، والسلامة في المفهوم الشامل الذي تسعى إليه المؤسسات الإصلاحية لما تقدمه من برامج تأهيلية، وعلاجية للنزلاء.

It also requires some guarantees in the Rehabilitation and Reform Agreement for the purpose of achieving a balance between human nature and the rights of inmates, as the application of punishment and classification standards is one of the most important guarantees that can guarantee the rehabilitation of inmates in a way that meets the requirements of human rights and safety in the comprehensive concept that correctional institutions seek for what they offer Rehabilitation and treatment programs for guests.
