المستخلص: هدفت الدراسة إلى تقديم بعض الإجراءات المقترحة للإفادة من جامعة المشروعات الاستثمارية في تحقيق الاستقلال المالي للجامعات المصرية، وذلك من خلال تحليل المجالات الرئيسة للاستثمار والتي تطبقها هذه الصيغة من الجامعات لتوفير موارد تمويل إضافية تسهم في تحقيق الاستقلال المالي للجامعات المعاصرة. ولتحقيق ذلك فقد اعتمدت الدراسة الحالية على المنهج الوصفي، والذي تم توظيفه في وضع الإطار العام للدراسة، وتحديد الأسس الفكرية لجامعة المشروعات الاستثمارية والاستقلال المالي للجامعات المعاصرة، ومن ثم وصف وتحليل واقع الاستقلال المالي بالجامعات المصرية، ومشروعاتها الاستثمارية. ولقد توصلت الدراسة إلى عدة نتائج، منها: ضعف الاستقلال المالي للجامعات المصرية، والاعتماد على التمويل الحكومي كمصدر رئيس للنفقات من ناحية، ومن ناحية أخرى فإن الثقافة التنظيمية السائدة بالجامعات المصرية لا تزال غير داعمة لفكر المشروعات الاستثمارية، الأمر الذي يعوق حصولها على تمويل ذاتي، ومن ثم تحقيق استقلالها المالي، ومن ثم تم تقديم إجراءات مقترحة لتحقيق الاستقلال المالي للجامعات المصرية على ضوء الإفادة من جامعة المشروعات الاستثمارية، وفقا للمجالات التالية: الاستثمار في البرامج الأكاديمية، والاستثمار في البحث العلمي، والاستثمار في الممتلكات والوحدات الجامعية، مع تقديم أهم متطلبات تنفيذ الإجراءات المقترحة المقدمة.

The study aimed to present some proposed measures to benefit from Investment Entrepreneurial University in achieving financial Autonomy for Egyptian universities, by analyzing the main areas of investment that this formula applies to provide additional funding resources that contribute to achieving financial Autonomy for contemporary universities. To achieve this, the current study relied on the descriptive approach, which was employed in setting the general framework of the study, defining the intellectual foundations of Investment Entrepreneurial University and the financial Autonomy of contemporary universities, and then describing and analyzing the reality of financial Autonomy in Egyptian universities and their investment projects. where the study reached several results, Among them: the weak financial Autonomy of Egyptian universities, and reliance on government funding as a main source of expenditures on the one side, and on the other side, the prevailing organizational culture in Egyptian universities is still not supportive of the idea of investment projects, which hinders their access to self-financing, and thus achieving their financial Autonomy, and from Then, proposed measures were presented to achieve financial Autonomy for Egyptian universities in light of the benefit from Investment Entrepreneurial University, according to the following areas: investment in academic programs, investment in scientific research, and investment in university property and units, while providing the most important requirements for implementing the proposed measures presented.
