المستخلص: إن الشعب له الحق بمراجعة وتعديل وتغيير دستوره، ولا يستطيع جيل معين أن يخضع الأجيال المستقبلية لقوانينه، إذ لكل فرد حق التمتع بنظام اجتماعي وطني، وكما تعد القواعد الدستورية الانعكاس الحقيقي للفلسفة السياسية والاقتصادية والاجتماعية السائدة في الدولة، وهذه القواعد تتسم بقابليتها للتغير لأنها تختلف من زمن إلى أخر تبعا للفلسفة السائدة في الدولة، وضرورات تطور الدساتير لكي تتماشى مع حاجات المجتمع الاجتماعية والاقتصادية والسياسية مما يجعله مجتمع مستقر ومرفه ينعم بالأمان، ومن الضرورات أيضا سد ثغرات الدستور وإعادة توزيع الصلاحيات بين سلطة الاتحاد وسلطة الأقاليم لذلك أن الغاية من التعديلات هو جعل الدستور قاسم مشترك لكل المواطنين يضمن توفير الحقوق والحريات لهم، والقائمون على وضع الدستور يضعون هذه الظروف في الحسبان حتى تكون نصوص هذا الدستور مرآة حقيقة للواقع القائم فعلا.

The people have the right to revise, amend and change their constitution, and a particular generation cannot subject future generations to its laws, as every individual has the right to enjoy a national social order, and as constitutional rules are the true reflection of the political, economic and social philosophy prevailing in the state, and these rules are characterized by their ability to change because they differ from From time to time, according to the prevailing philosophy in the state, and the necessities of developing constitutions in order to align with the social, economic and political needs of society, making it a stable, well-off, and secure society. It is also necessary to bridge the gaps in the constitution and redistribute powers between the authorities The Union and the Authority of the Regions Therefore, the purpose of the amendments is to make the constitution a common denominator for all citizens that guarantees the provision of rights and freedoms for them. Those in charge of drafting the constitution take these circumstances into account so that the texts of this constitution are a true mirror of the existing reality.
