المستخلص: هدف البحث إلى تحديد الفعالية التنظيمية لمركز التسوية والتحكيم الرياضي بجمهورية مصر العربية من خلال تحديد فعالية (الهيكلة/ العمليات الداخلية/ تحقيق الأهداف)، واستخدم الباحث المنهج الوصفي (الدراسات المسحية والتحليلية ودراسة الحالة)، وتمثل مجتمع البحث في (الأكاديميين في تطبيقات الإدارة الرياضية/ المستفيدين من مركز التسوية والتحكيم الرياضي/ مستشارين ورؤساء محاكم/ الخبراء في مجال تسوية المنازعات "محكمين- وسطاء أو موفقين")، واختار الباحث عينة عمدية طبقية بلغ عددها (54) مفردة من فئات المجتمع (22/15/9/8) على التوالي، واستخدم الاستبيان كأداة لجمع البيانات، وكان من أهم النتائج ضعف فعالية هيكلة مجلس الإدارة والجهاز الإداري، فعالية هيكلة هيئة الوساطة وهيئة التحكيم فيما عدا ما يتعلق بإنشاء دائرة أو أكثر لنظر دعوى بطلان حكم التحكيم، فعالية ضوابط الوساطة (التوفيق) وضوابط التحكيم فيما عدا ما يتعلق بإجراءات دعوى بطلان حكم التحكيم التي تحتاج لتغيير اختصاص المركز بنظر دعوى البطلان، فعالية الأحكام العامة لأداء مركز التسوية والتحكيم الرياضي لمهامه فيما عدا ما يتعلق بانعقاد الاختصاص للمركز بناء على شرط تحكيم أو مشارطة تحكيم، ضعف فعالية اختصاصات مجلس إدارة المركز فيما يتعلق باعتماد (اللوائح أو تعديلها/ إنشاء مكاتب بالمحافظات/ قوائم المحكمين والوسطاء) من اللجنة الأولمبية المصرية، ضعف التزام كافة الأطراف المتنازعة باللجوء لمركز التسوية والتحكيم الرياضي، عدم التزام بعض الأطراف المتنازعة بتنفيذ الأحكام الصادرة من المركز، كما تمثلت أهم النتائج التي تحققت من إنشائه في مسايرة الاتجاه الدولي في مجال فض المنازعات وأقلها أهمية تحقيق مبدأ الشفافية والنزاهة في تسوية المنازعات الرياضية.

The research aimed to determine the organizational effectiveness of Sports Settlement and Arbitration Center in Arab Republic of Egypt by determining the effectiveness of (structuring / internal operations / achieving goals), the researcher used the descriptive approach (survey and analytical studies and case studies),The researchers’ community is (academics in sports management applications / Beneficiaries of the Sports Settlement and Arbitration Center / advisers and heads of courts / experts in the field of dispute settlement “arbitrators - mediators or conciliators”), The Researcher chose stratified non-random sample of (54) individuals of community classes (8/9/51/22), also he used the questionnaire as a method to collect data. The most important findings of the research are the weakness of effectiveness of board structuring of directors and the administrative apparatus, the effectiveness of the structuring of the mediation body and the arbitral tribunal with the exception of what is related to the establishment of one or more circuits to consider the case for the invalidity of the arbitral award, the effectiveness of mediation controls (conciliation) and arbitration controls except for what Concerning the procedures of the arbitration ruling’s nullity case that needs to change the center’s jurisdiction in the consideration of the nullity case, the effectiveness of the general provisions for the performance of the Sports Settlement and Arbitration Center for tasks except for what is related to the jurisdiction of the center based on the condition of arbitration or arbitration agreement, the weakness of the competencies of the center’s board of directors with regard to approving (regulations or amending them/ establishing offices in the governorates/ lists of arbitrators and mediators) from the Egyptian Olympic Committee, weak commitment of all conflicting parties to resort to the Sports Settlement and Arbitration Center, non-compliance of some conflicting parties Implementation of the judgments issued by the center, and the most important results achieved from its establishment were in keeping pace with the international trend in the field of dispute resolution, and the least important is achieving the principle of transparency and integrity in settling sports disputes.
