تهدف هذه الدراسة إلى تقييم التدخلات والاستجابات التي قامت بها الحكومية الفلسطينية والجهات الرسمية الأخرى للتعامل مع جائحة كورونا، ومناقشة أهمية وجود استجابة متعددة الأطراف. تمت الدراسة باعتماد "المنهج الكيفي" وبالتحديد "المجموعات البؤرية" و"المقابلات المعمقة". أظهرت الدراسة ضعف كبير في نظام الحوكمة الشاملة (على المستوى المركزي والمحلي) سريعة الاستجابة في مواجهة جائحة كورونا في فلسطين. ذلك يعود إلى غياب الاستراتيجية وآلية العمل الواضحة من قبل الحكومة المركزية، وغياب العدالة في توزيع الموارد المتاحة المحدودة، وضعف التنسيق والمتابعة بين الجهات المختلفة من أجل الحد من تبعات جائحة كورونا على المجتمع والاقتصاد، والذي انعكس على حالة من عدم الرضا لدى العديد من المواطنين، والمؤسسات العامة والخاصة، ووحدات الحكم المحلي. واجهت وحدات الحكم المحلي صعوبات في تعاملها مع المجتمع المحلي، لعل أبرزها مشكلة عدم الوعي عند بعض أفراد المجتمع المحلي بخطورة الفيروس وأهمية الالتزام بإجراءات الوقاية أو الحجر في حال الإصابة.
The study aims to evaluate the responses and interventions implemented by the Palestinian Authority and other official bodies to manage and control the outbreak of the COVID-19 pandemic and its socio-economic consequences, highlighting the importance of a multilateral response. The study adopts a qualitative approach which relies mainly on focus groups and in-depth interviews instead of a questionnaire, allowing for thorough monitoring and evaluation of the government’s role in handling the pandemic at the central and local levels. The study finds weaknesses in the government’s pandemic response, especially in its role working with popular and emergency committees, due to the absence of robust strategies that would allow for multilateral and coordinated responses with local governmental units. Despite the various initiatives undertaken by the local community to support emergency committees, municipalities, and village councils, these councils faced challenges when dealing with local communities. Most prominently, the councils highlighted the lack of awareness amongst some community members in terms of understanding the seriousness of the COVID-19 virus, the urgency to adhere to preventative measures, and the importance of quarantining in the case of an infection.
