المستخلص: Oil has an economic and political value that affects peoples' lives, and oil wealth is the main contributor to providing financial resources for the budgets of oil production countries, making them pay special attention to this wealth, especially with regard to managing, investing and exploiting it, and using it to serve development paths. In light of the scientific and technological revolution, and the technical developments that have led to an increase in its impact in the production of oblique and horizontal drilling techniques that provide the possibility of production from joint border oil reservoirs, which will provoke neighboring countries and make them a field of political, economic, and possibly military conflict between countries. These problems focus on the exploitation and investment operations of these border deposits, and the issue of conflicts is due to the nature of the disputes related to the demarcation of political borders between neighboring countries. That this type of conflicts needs to know the means and methods that lead to the settlement of these conflicts, and without entering into the costly military conflicts of the two parties of the conflict. The importance of this research is highlighted in highlighting the types of peaceful methods and means stipulated by international covenants and treaties, as a road map for settling conflicts that may occur between neighboring countries, and that share oil reserves.
