لقد أصبحت التشريعات والقوانين الركيزة الأساسية للعمل وشرعيته وتأكيد على صحة الإجراءات وضمان سلامة العاملين سواء كانوا متطوعين أو محترفين في إطار مؤسسي كما أنه التطبيق الواقعي لحسن سير العمل وتحديد الوجبات وضمانة الحقوق الخاصة بالإفراد والجماعات والمؤسسات التابعة الأجهزة الرقابة مستمدا ذلك من الدستور والقوانين واللائحة، وقد رأي الباحثان أن التطوير الشامل الذي حدث في إدارة الاتحاد المصري لكرة القدم فيما يخص تفعيل رابطة الأندية المحترفة سواء من الناحية الفنية أو الإدارية أو التسويقية، كانت لها نتائج إيجابية كبيرة انعكست على انتظام مسابقة الدوري العام وأيضا لاقت استحسان الأندية الأعضاء من أداء الرابطة وقله احتجاجات الأندية من أداء الحكام، بالإضافة إلى استحداث مسابقات جديدة من ابتكار الرابطة مثل كأس الرابطة والتي أقيمت أثناء توقف الدوري لارتباط المنتخب الأول ببطولة الأمم الأفريقية لكرة القدم، والتي كانت من أثرها تنشيط فرق الدوري أثناء فترة التوقف وإعطاء فرصة للناشئين للاحتكاك القوي للمباريات ومن منطلق تلك الإيجابيات رأي الباحثان أن إنشاء رابطة للأندية المحترفة باتحادات الألعاب الجماعية أمرا ضروريا وتجربة رابطة الأندية بالاتحاد المصري لكرة القدم يمكن أن يكون نموذج يحتذي به في باقي الاتحادات الوطنية المصرية للألعاب الجماعية، وخاصتا أن مصر أصبحت محط أنظار الاتحادات الدولية لاستضافة كبري البطولات الأفريقية والدولية والعالمية على أرضها، وقد هدف البحث إلى وضع مقترح لتأسيس روابط للأندية المحترفة المشاركة بالاتحادات الرياضية للألعاب الجماعية وقد استخدم الباحثان المنهج الوصفي وكانت عينة المقابلة الشخصية مكونه من (26) فرد، وتمثلت عينة الأساسية للبحث المطبق عليه استمارة الاستبيان على (76) فرد من بعض السادة أعضاء مجالس إدارات اتحادات الرياضات الجماعية وبعض المديرين التنفيذيين لتلك الاتحادات وخبراء اللوائح والقوانين وأستخدم الباحثان المقابلة الشخصية والاستبيان كأدوات لجمع البيانات وكانت أهم استخلاصات البحث اقتراح مشروع لائحة تنظم أعمال الرابطة المزمع تأسيسها وقد اشتمل المقترح على (22) محور (بنود) يمثلون مجموعهم البنود الرئيسية لمشروع الرابطة والتي من أهمها: (أهداف رابطة الأندية المحترفة المصرية، التشكيل المقترح للرابطة، شروط الترشح وتشكيل مجلس إدارة الرابطة ومدة عملها، أليات عمل الرابطة اختصاصات الجمعية العمومية للرابطة، قواعد اجتماع مجلس إدارة الرابطة، التزامات الرابطة اتجاه الأندية الأعضاء، التزامات الأندية تجاه الرابطة إيرادات الرابطة، مصروفات الرابطة، الأمور المالية للأندية الصاعدة والهابطة، المخصصات الاجتماعية، العقوبات الرياضية، المصادقات المالية مع الرابطة) وكانت أهم التوصيات يجب أن يدير مجلس إدارة الرابطة مجموعة أفراد محترفين يتقاضوا اجر نظير عملهم وليس هواه، وأن يكونوا هؤلاء الأفراد ممثلين عن الأندية والاتحاد بالرابطة ولا يزيد عددهم عن سبع أعضاء من غير مجلس إدارة الاتحاد والأندية، يجب على جميع الاتحادات الرياضية المعنية بالدراسة تمكين رابطة الأندية المحترفة باتحادها من مباشرة حقوقها في إدارة مسابقة الدوري العام، يجب تعديل لائحة النظام الأساسي للاتحاد بإضافة مادة جديدة تسمي رابطة أندية القسم الأول المحترفة ومنح الرابطة كافة التسهيلات لفتح حساب بنكي خاص بها لمباشرة عملها واختصاصها.

Professional clubs in collective games federations are necessary, and the experience of the Egyptian Football Association Club Association can be a model for the rest of the Egyptian national federations for collective games, The aim of the research was to develop a proposal to establish links for professional clubs participating in sports federations for collective games. The researchers used the descriptive approach and the personal interview sample consisted of (26) individuals, and the basic sample of the research applied to the questionnaire was (76) members of some gentlemen members of boards of directors Team sports federations and some of the executive directors of those federations and experts in regulations and laws. The researchers used the personal interview and questionnaire as tools for data collection, The most important conclusions of the research were a proposal for a draft regulation regulating the work of the association to be established. The proposal included (22) axes (items) that collectively represent the main items of the association's project, The most important recommendations were that the board of directors of the association should manage a group of professional individuals who receive a wage for their work and not for their hobby, and that these individuals should be representatives of the clubs and the association in the association and their number should not exceed seven members other than the board of directors of the association and clubs.
