المستخلص: تعمل الجامعات المصرية اليوم على تطوير قدراتها وتحسين مخرجاتها التعليمية استجابة لما تفرضه متطلبات سوق العمل الحالية، وهذا لا يمكن تحقيقه إلا بنظم قبول جيدة تضمن جودة تلك المخرجات، وتعمل على تحقيق العدالة النسبية بين الطلاب في معايير القبول وأن تراعي قدراتهم وميولهم، وتواكب المتغيرات العالمية المتلاحقة في مختلف المجالات من أجل تحقيق تعليم متميز وخريجين أكثر كفاءة في المستقبل مما يحقق للجامعات المصرية القدرة التنافسية بين الجامعات المحلية والإقليمية والعالمية. ويهدف البحث الحالي إلى تقديم تصور مقترح لتطوير نظم القبول بالجامعات المصرية لتحقيق القدرة التنافسية في ضوء بعض الخبرات العالمية. واعتمدت الدراسة على المنهج الوصفي الذي يقوم على رصد وتحليل المعايير الحالية المتبعة في نظم القبول في الجامعات المصرية والتعرف على مميزاته وعيوبه وكيفية تطويره في ضوء خبرات بعض الدول المعاصرة بهدف الاستفادة منها في وضع تصور مقترح لتطوير نظم القبول بالتعليم الجامعي في مصر لتحقيق القدرة التنافسية للجامعات المصرية بما يتواءم مع متطلبات ودواعي تطوير التعليم الجامعي في مصر. وقدم البحث تصوراً مقترحاً لتطوير نظم القبول بالجامعات المصرية منها: تطبيق سياسات الأجور الموحدة في كافة قطاعات الدولة، تقنين إجراءات القبول والتأكد من شفافيتها، أن تتضمن نظم القبول اختبارات القدرات والمهارات التي تقيس الميول والقدرات الحقيقية للطلاب، والعمل على تطبيق اختبارات معيارية نوعية خاصة بكل تخصص، ووضع معايير لاختيار الطلاب المتقدمين للالتحاق بالجامعات.

Today, Egyptian Universities are working to Develop their Capabilities and Improve their Educational Outcomes in Response to the Requirements of the Current labor Market, and this can only be achieved with good admission systems that guarantee the quality of those outputs, and work to achieve relative justice among students in admission criteria and take into Account their Abilities and tendencies, and keep pace with Successive Global Changes. In Various Fields in Order to achieve Distinguished Education and more efficient graduates in the future, which would achieve Competitiveness for Egyptian Universities among local, Regional and International Universities. The Current Research aims to present a Proposed Vision for the Development of admission Systems in Egyptian universities to achieve Competitiveness in the Light of Some International Experiences. The Study Relied on the Descriptive approach, which is based on Monitoring and Analyzing the Current standards used in admission systems in Egyptian Universities and Identifying its advantages and Disadvantages and how to develop it in light of the Experiences of some Contemporary Countries with the aim of Benefiting from it in Developing a Proposed Vision for the Development of admission Systems for University Education in Egypt to achieve the Competitiveness of Egyptian Universities In line with the Requirements and justifications for the Development of University Education in Egypt. The Research Presented a Proposed Vision for the Development of admission Systems in Egyptian Universities, Including: the application of Unified Wage Policies in all Sectors of the State, codifying admission Procedures and Ensuring their transparency, that admission Systems Include capacity and skills tests that measure the Real inclinations and Capabilities of Students, and Work on the application of Qualitative Standard Tests for each Specialization. Setting Criteria for Selecting Students applying for Admission to Universities.
