المستخلص: انطلاقا من تعدد مظاهر الفاقد التعليمي والتي أوجدتها جائحة كورونا، بحرمان الملايين من التواجد في المؤسسات التعليمية، تعد هذه الجائحة من أخطر الأزمات التي واجهها العالم ونظمه التعليمية، ومن ثم يتطلب الأمر التفكير في نظام التعليم بعد هذه الجائحة بطريقة علمية وبتقنيات وآليات دراسة المستقبل، ودراسة كل السيناريوهات المستقبلية والمتوقعة في مرحلة التعايش مع تلك الجائحة وما بعدها. وفي ضوء ذلك استهدف البحث الحالي وضع سيناريوهات مستقبلية لمواجهة مظاهر الفاقد التعليمي المترتب على انتشار جائحة كورونا كوفيد ١٩"، وقد تمثلت مشكلة البحث في الأسئلة التالية: -ما الأساس النظري والفلسفي لظاهرة الفاقد التعليمي؟ -ما أهم مظاهر الفاقد التعليمي التي واجهت الأنظمة التعليمية في إطار جائحة كورونا "كوفيد 19"؟ -ما الجهود والإسهامات (المحلية والعالمية) للحد من مظاهر الفاقد التعليمي في إطار جائحة كورونا؟ -ما السيناريوهات المستقبلية لمواجهة مظاهر الفاقد التعليمي في إطار جائحة كورونا "كوفيد 19"؟ واستخدم البحث المنهج الوصفي، وأسلوب السيناريوهات، وتوصل البحث إلى عدة نتائج منها: - إن الفاقد التعليمي بنوعيه: الكمي والكيفي على درجة من الأهمية والعلاقة المتبادلة فتسرب الطالب وغيابه عن المدرسة قد يؤدي إلى ضعف التحصيل كما أن ضعف التحصيل قد يؤدي إلى نفور الطلاب من المدرسة وبالتالي حدوث التسرب. - إنه مهما كان نوع الفاقد التعليمي فإن أهمية دراسته تنبثق من كونه يؤدي إلى العديد من الآثار السلبية، فوجوده يحول دون تحقيق الأهداف التي وضعتها الدولة للتعليم، وتسرب الطالب من المدرسة أو حتى تخرجه دون امتلاك المهارات يؤدي إلى الأمية، وعدم المشاركة المجتمعية في الإنتاج، كما تعد الكلفة الاقتصادية من أهم الآثار المترتبة على وجود الفاقد، إذ يكون هناك اختلال بين مخصصات التعليم والموازنة العامة، والمدخلات والمخرجات التعليمية. - أن أزمة كوفيد-١٩ تعد أحد أنواع الأزمات التي يستوجب التعامل معها ومعرفة مدى تأثيرها على الأنظمة التعليمية المختلفة. - مدى خطورة الفاقد التعليمي، خاصة عندما لاحظنا أنه لم تخل مرحلة تعليمية من وجود هذه المشكلة؛ مما أدى إلى نتائج سلبية كبيرة، أبرزها: ضعف الكفاية الداخلية للنظام التعليمي، وإحداث خسارة للطالب وللأسرة وللمجتمع، الأمر الذي أدى إلى فقدان التنمية الاقتصادية لعناصر أساسية يمكن أن تكون عاملا رئيسا في إحداث التقدم والتطور في المجتمع. وخلص البحث إلى طرح مجموعة من السيناريوهات البديلة، للوصول إلى مجموعة من المقترحات التي يمكن أن تساعد في التقليل من التأثيرات السلبية لتلك المشكلة.

Proceeding from the multiplicity of manifestations of educational loss, a view created by the Corona pandemic, by depriving millions of presence in educational institutions, this pandemic is one of the most serious crises the world has faced and the regulation of education, and then, and then correcting the matter, thinking about education after this pandemic in a scientific manner and with the techniques and mechanisms of the system The study of the future, the study of all future scenarios in the future. In light of this, the current research aimed to develop future scenarios to confront the manifestations of wastage resulting from the spread of the Corona Covid 19 pandemic. The research problem consisted of the following questions: - What is the theoretical and philosophical basis for the phenomenon of educational loss? - What are the most important manifestations of educational loss that educational systems faced in the context of the "Covid 19" pandemic? - What are the efforts and contributions (local and global) to reduce the manifestations of educational loss in the context of the Corona pandemic? - What are the future scenarios for facing the manifestations of educational loss in the context of the "Covid 19" pandemic? The research used the descriptive approach, and the method of scenarios, and the research reached several results, including: - The two types of educational losses: quantitative and qualitative are of great importance and interrelationship. Student dropout and absence from school may lead to poor achievement, and poor achievement may lead to students being alienated from school and thus dropout occurs. - Whatever the type of educational loss, the importance of its study stems from the fact that it leads to many negative effects, its presence preventing the achievement of the goals set by the state for education, and the student dropping out of school or even graduating without possessing skills, leading to illiteracy, and the lack of community participation in production. The economic cost is also one of the most important effects of wastage, as there is an imbalance between education allocations and the general budget, and educational inputs and outputs. - The Covid-19 crisis is one of the types of crises that need to be dealt with and to know the extent of its impact on the various educational systems. - The extent of the seriousness of educational loss, especially when we noticed that no educational stage was free of this problem; Which led to significant negative results, most notably: the weakness of the internal sufficiency of the educational system, and the loss of the student, the family and the community, which led to the loss of economic development of basic elements that could be a major factor in bringing about progress and development in society. The research concluded by putting forward a set of alternative scenarios, to arrive at a set of proposals that can help reduce the negative effects of this problem.
