تمثل المؤسسات الخيرية بمختلف أنواعها جزءا من المشهد الاجتماعي في أغلب بلدان العالم. ويجاول هذا البحث رصد الفوارق النظرية والعملية بين نظم التبرع في الغرب من ناحية، ونظام الوقف الإسلامي من ناحية أخرى. ولتوضيح الصورة تعقد المقارنة من خلال مستويات متعددة تعتمد التفريق بين ما هو إجرائي وما هو منهجي. وينطلق البحث في مرحلة أولى من الخلفية الإنسانية والتاريخية، التي أسست لنقاط الاشتراك بين نماذج التبرع في العالمين: الإسلامي والغربي، ليتوجه في مرحلة ثانية إلى نقط الاختلاف، خاصة تلك التي ظهرت خلال التجربة المعاصرة. في هذا السياق المقارن يطرح البحث ثلاث قضايا رئيسية. فمن ناحية أولى: تمثل العلاقة بين نظم التبرع وأجهزة الدولة الرسمية مقياسا لحدود حركة هذه النظم والقواعد القانونية والإدارية التي تتعامل بها ومعها. ومن ناحية ثانية: يلعب التكامل بين القطاعات الاجتماعية المختلفة دورا رئيسا في توفير بيئة جاذبة أو طاردة لأنظمة التبرع، ومن ناحية ثالثة: يتم النظر في طرق تجسير العلاقة بين نظم التبرع والقطاع الخاص أفرادا ومؤسسات، وذلك باتجاه تحديد درجة توحيد هذه الروافد بما يخدم مشاريع التنمية المجتمعية. وأخيرا يتناول البحث بعض الشروط التي تستجوبها عملية إعادة الوقف كجزء أصيل من المنظومة الاجتماعية الكلية.
Charitable institutions in general constitute part of the social scene in most countries of the world. In this research an attempt at monitoring the theoretical and practical differences between donation systems in the West at the one hand, and the Islamic waqf system on the other. To elaborate on the this issue, a comparison is drawn through different levels which adopt the differentiation between what is procedural and what is methodical. The research starts with the point touching the humanitarian and the historical background which laid the foundation of the common factors between donation models in both the Islamic and western worlds. Thereafter the research moves to the second stage, i.e. the areas of difference, mainly those areas which emerged through the modern experience. In this context of drawing the comparison, the research highlights three major issues: the relation between the donation systems and the official governmental agencies and taking this as measurement for the movement of such legal and administrative systems and rules with which these systems are concerned. On the other hand, the integration between the various social sectors play a prominent role in providing an attracting or distracting atmosphere for the donation systems. Moreover, there is an attempt at bridging the gap between the donation systems and the private sector ( individuals and institutions) in order to explore the prospects of unifying such resources in favour of the community development. Finally, the research approaches some of the conditions for the reinstitution of waqf as an original part oh the entire social system.
