المستخلص: شهدت الجمهورية العربية اليمنية في المدة (1969- 1975م) تغيرات مهمة في شتى جوانب الحياة السياسية، والاقتصادية، والاجتماعية، والثقافية والفكرية، والعسكرية والأمنية، والإدارية، والتشريعية. وقد حظيت تلك الجوانب باهتمام الباحثين اليمنيين والعرب والأجانب في جميع التخصصات العلمية، تمثلت القيام بإنجاز العديد من رسائل الماجستير، وأطروحات الدكتوراه، وتأليف الكتب، والأبحاث العلمية، وكتب المذكرات، وكانت التشريعات اليمنية وتطورها وكذلك الانتخابات البرلمانية موضع اهتمام المختصين في القانون، والسياسة، والاجتماع، والإدارة، في اليمن. وتأتي أهمية البحث من أجل تسليط الضوء على التجربة البرلمانية في الجمهورية العربية اليمنية في المدة ما بين (1969- 1975م) كونها لم تدرس تاريخيا في بحث مستقل. وعليه فإن البحث سيركز على هذه التجربة في حدودها الزمنية المذكورة، وحدودها المكانية المتمثلة بالجمهورية العربية اليمنية. متبعا المنهج التاريخي التحليلي، والمقارن حسب مقتضيات البحث نفسه. وقد تم تقسيم البحث إلى مقدمة وأربعة مباحث وخاتمة.

During the period (1969-1975), the Yemen Arab Republic witnessed important changes in various aspects of political, economic, social, cultural and intellectual life, military, security, administrative, and legislative life. Those aspects have received the attention of Yemeni, Arab and foreign researchers in all scientific specialties, that appears in the accomplishment of many master's theses, doctoral theses, book writing, scientific research, and memoir books, and Yemeni legislation and its development as well as parliamentary elections have been the subject of attention of professionals in law, politics, and social, And administration in Yemen. The importance of this research comes in order to spotlight on the parliamentary experience in the Yemen Arab Republic in the period between (1969-1975), as it has not been studied historically in an independent research. The rationale for determining the beginning of the research in 1969 was the establishment of the National Assembly and its end in 1975 AD because the Consultative (Shura) Council period specified in the constitution had ended. Accordingly, the research focused on this experiment in the mentioned time limits, and the locative limits represented in the Yemen Arab Republic. Following the historical, analytical approach, as compared to the requirements of the research itself. The research was divided into an introduction, four sections, and a conclusion, as the first topic included political features in the period (1962-1975). The second topic covered the constitutional and legal references for the Yemeni parliamentary experience. The third topic dealt with the National Assembly (1969-1971 AD). In the fourth topic dealt with the consultative (Shura) council (1971-1975 AD). The research reached the following results:- 1-The constitutional and legal references that issued during the period between 1962-1975 (22) reached a legal and constitutional reference that was distributed over the same years in varying numbers and with various designations except for the years 1966, 1972, 1973.

2-During the aforementioned period, 3 provisional constitutions, two permanent constitutions, 4 constitutional declarations, 9 decisions and two laws regulating elections were issued. 3-These legislations were in response to the general situations and developments in the country and the community's need for that. 4-The Yemeni legislator benefits from Arab and foreign constitutional systems. 5-Constitutional and legal legislations and references prevailed over instability due to the eight-year war and political trouble. 6-The diversity of constitutional rules in determining the form of the system between the presidential and parliamentary system, or combining them. 7-The powers of the National Assembly and the consultative (Shura) Council varied. 8-The National Council was established in 1969, which played a role in completing a number of laws, the 1970 draft constitution, and the first law for Yemeni elections. It also managed to participate in achieving national reconciliation. 9-The consultative (Shura) council was elected in 1971, which in turn completed a number of legislations and participated in Yemeni society issues. However, he was not able to prevent or limit the conflicts in the ranks of the ruling elite and from the financial and administrative corruption that has spread in all state agencies. The council itself was subjected to stop its work, then it resumed its work, until the announcement of the end of its term to be replaced by the leadership council in carrying out the legislation. 10-Existence of abundance in legislations, with an imbalance in the adoption and application of such legislation, as it is one of the criteria for the progress or backwardness of states. 11- Yemen, in its northern and southern parts, compared to the countries of the region, it considers pioneered in the various legislations and the formation of their legislative councils.
