هدف البحث إلى قياس مدى جاهزية تطبيق الحوكمة الإلكترونية في وزارة الخدمة المدنية، واعتمد منهجية التحليل الوصفي لقياس جاهزية الوزارة التنظيمية والقانونية والتقنية، وكذا قياس القدرة البشرية والتقنية، وقد وزعت على عينة ممثلة لمجتمع الدراسة وبنسبة بلغت 19% من كامل مجتمع الدراسة، حيث بلغ عدد عينة الدراس 30 من موظفي وزارة الخدمة المدينة والتأمينات الديوان العام، تم اختيارهم بطريقة طبقية قصدية وممثلة لمجتمع الدارس، بديوان عام وزارة الخدمة المدنية - صنعاء، حيث استخدم الباحث أداة استمارة الفحص التي تم فيها وضع المعايير العلمية والأكاديمية المعترف بها من قبل الدراسات السابقة ذات المراجع العلمية للوصول إلى النتائج المطلوبة، والمؤشرات الرئيسة للجاهزية التي يتطلب على الوزارة البناء عليها. - وأكدت النتائج أن الوزارة ليست جاهزة كليا لتطبيق الحوكمة الإلكترونية، وتمتلك جاهزية ضعيفة فيما يخص البنى التحتية لتحديث وإعادة ترتيب تطبيق التقنية كأحد أهم العوامل الأساسية لتطبيق الحوكمة الإلكترونية، كما أن الوزارة بحاجة إلى المعرفة والثقافة عبر إنشاء وحدة إدارية متخصصة في تطبيق الحوكمة الإلكترونية، كما أنه لا يوجد مواءمة بين الخطة الاستراتيجية للوزارة مع الخطة الاستراتيجية لتنمية الموارد البشرية.
Thesis Title: - Readiness to implement e-governance in the Ministry of Service and Insurance Yemen-2020-2021 This thesis aims to measures the fact and readiness of ministry of civil service and insurances in Yemen to apply the electronic governance. It also aims to study the general and secondary indicators for applying the electronic governance project .It was distributed to a representative sample of the study community at a rate of 19% of the entire study population, where the number of the study sample reached 30 employees of the Ministry of City Service and Insurance, the General Diwan, who were chosen in an intentional stratified manner and representative of the student community. At the General Diwan of the Ministry of Civil Service - Sana'a The researcher depended on the analytical survey approach for the fact of the ministry regarding the legal and organization and financial readiness as well as the human capability whereas the researcher uses examination form tool applied the academic and scientific standards recognized by the previous surveys with scientific references to reach the required results. In addition, the researcher applied foggy hierarchical analysis method to determine the most important basic indicators for readiness required to be applied on the ministry. The researcher concluded a lot of conclusions. The most important conclusion is the ministry has the limited and partial capability to apply the electronic governance, The ministry also needs knowledge and culture through the establishment of an administrative unit specialized in implementing e-governance.
