المستخلص: من الجدير بالذكر، أن دول العالم سواء المتقدمة أو النامية تلعب دور في الإضرار بالبينة الطبيعية سواء فيما يتعلق في استغلالها للأنشطة الاقتصادية أو غيرها مما يؤدي إلى تلوثها، ونفس هذه الدول هي المخاطبة بحماية البينة الطبيعية على كوكب الأرض للاستفادة المشتركة واستمرارها للأجيال المقبلة وتحقيق التنمية المستدامة. غير أن السباق المحموم بين الدول خاصة الصناعية الكبرى في مجال التكنولوجيا والتصنيع والتجارة الخارجية أثر سلبا على البينة الطبيعية، وأدى إلى زيادة التلوث، مما يتطلب معه اتخاذ بعض التدابير لحماية البيئة ومواردها الطبيعية من النفاذ أو التلوث على النحو الآتي: ١. تفعيل دور المجتمع المدني داخل الدول وكذا المنظمات غير الحكومية على المستوى الدولي ومشاركتها للحكومات لحماية البيئة من التلوث. ٢. اتخاذ الإجراءات التنفيذية سواء الوقائية أو العلاجية لتحقيق التنمية المستدامة. ٣. تحقيق التوازن بين الاستفادة الاقتصادية من موارد البيئة الطبيعية وحمايتها من النفاذ والتلوث. ٤. تشجيع استخدام التكنولوجيا النظيفة حال التعامل مع الموارد الطبيعية سواء في مجال التصنيع أو المواصلات المختلفة لحماية البينة. ٥. وضع القواعد القانونية الدولية والمحلية التي تحدد المسؤوليات عن الأضرار بالبيئة وإنشاء الهيئات القضائية المتخصصة في مجال حماية البيئة دوليا وداخليا. ٦. العمل على وضع القواعد القانونية موضع التنفيذ على أرض الواقع بإنشاء الأجهزة والهيئات التي تراقب التلوث البيئي، ودعمها بالأجهزة المتطورة والموارد المالية اللازمة لتحقيق حماية البيئة والتنمية المستدامة.

It is worth noting that the countries of the world, whether developed or developing, play a role in harming the natural environment, whether in terms of their exploitation of economic activities or others, which leads to pollution, and these same countries are addressing the protection of the natural environment on the planet for the common benefit and its continuity for future generations and the achievement of sustainable development . However, the frantic race between countries, especially the major industrial ones, in the field of technology, manufacturing and foreign trade negatively affected the natural environment and led to an increase in pollution, which requires taking some measures to protect the environment and its natural resources from penetration or pollution as follows: 1. Activating the role of civil society within countries, as well as non-governmental organizations at the international level, and their participation with governments to protect the environment from pollution. 2. Take executive measures, whether preventive or curative, to achieve sustainable development for all. 3. Achieving a balance between economic benefit from the natural resources of the environment and protection from penetration and pollution. 4. Encouraging the use of clean technology when dealing with natural resources, whether in the field of manufacturing or various transportation to protect the environment. 5. Setting international and local legal rules that define responsibilities for damages to the environment and establishing specialized judicial bodies in the field of environmental protection internationally and internally. 6. Working to put legal rules into practice on the ground by establishing devices and bodies that monitor environmental pollution, and supporting them with advanced devices and financial resources necessary to achieve environmental protection and sustainable development.
