المستخلص: تنطلق مشكلة البحث من فكرة استقرت في ذهن الباحث مفادها أن الصحفيين ومن خلال ممارستهم لمهنتهم الصحفية يقومون بأحد وظائف الإعلام المهمة وذلك بنقل معاناة ومشكلات الجماهير إلى الجهات العليا أو المسؤولة عبر نشرها وعرضها عليهم لإيجاد الحلول المناسبة لها. وهم بهذا العمل يؤدون مسؤولياتهم المهنية في مساعدة الأفراد والمجتمع في لفت الانتباه لهذه المشكلات والوقوف عندها لحلها. ولكي تحقق الحكومات أو السلطات نجاحها لابد أن تكون قراراتها منسجمة مع الرأي العام وإلا تكون النتيجة عكسية ومؤشرا خطيرا يعبر عن المستوى المنخفض والضعيف في أداء الحكومة بمسؤولياتها الاجتماعية. لذا فإن هذا البحث جاء انسجاما لمشكلته وانطلاقا من الواقع العراقي الراهن المعاش بحثا عن الإجابة عن التساؤل: 1-ما مدا استجابة المسؤولين الحكوميين لما تنشره صحافتنا من مشكلات ومعاناة جماهيرية؟ 2-ما مستوى الرضا إزاء الأداء الحكومي من وجهة نظر الصحفيين العراقيين؟ وقد تضمن البحث: الفصل الأول: الإطار المنهجي، الفصل الثاني: الإطار النظري، الفصل الثالث: الإطار العملي وقد توصل البحث من خلال نتائجه واستنتاجاته المستوى الحكومي الضعيف والمتدني للأداء بسبب عدم الالتفات لحل المشكلات والمطاليب وتفاقمها مما أدى إلى السخط الجماهيري والخروج بالاعتصامات والتظاهرات المطالبة بالتغيير.

The research problem stems from the idea that has settled in the researcher’s mind that journalists, through the exercise of their journalistic profession, perform one of the important media functions by conveying the suffering and problems of the masses to the higher or responsible authorities by publishing and presenting them to them to find appropriate solutions to them. By doing this, they fulfill their professional responsibilities in helping individuals and society to draw attention to these problems and to stand and solve them. In order for governments or authorities to achieve their success, their decisions must be in harmony with public opinion. Otherwise, the result will be counterproductive and a dangerous indicator that reflects the low and weak level of government performance with its social responsibilities. Therefore, this research came in line with his problem and based on the current Iraqi reality in search of an answer to the question: 1-What is the response of government officials to the problems and public suffering that our press publishes? 2-What is the level of satisfaction with government performance from the point of view of Iraqi journalists? The research included: Chapter One: The Methodological Framework, Chapter Two: The Theoretical Framework, Chapter Three: The Practical Framework. The research reached through its results and conclusions the weak and low level of government performance due to the lack of attention to solving problems and demands and their aggravation, which led to public discontent and the exit of sit-ins and demanding demonstrations. by change.
