المستخلص: تشكل القضية الفلسطينية للأردن القضية المركزية، وينظر لها بوصفها أولوية في السياسة الخارجية الأردنية، وتدل كافة المواقف الرسمية على كون القضية محور اهتمام السياسة الخارجية الأردنية. وتناولت هذه الدراسة الدور الأردني في القضية الفلسطينية وحماية المقدسات، والموقف من صفقة القرن، من خلال ستة محاور: منطلقات السياسة الأردنية تجاه القضية الفلسطينية، وأهمية الدور السياسي والقانوني والإداري في حماية المقدسات، وأدوات الدور في القضية الفلسطينية وفاعليتها، والمواقف الإسرائيلية من الدور الأردني، والموقف الأردني من صفقة القرن. وخلصت الدراسة إلى أن القيادة الأردنية تتمسك بمواقف وثابتة تجاه القضية الفلسطينية، وأن لفلسطين عموما، والقدس خصوصا، مكانة خاصة، وأن الواقع الراهن يشير إلى أن إسرائيل تضع عقبات كبيرة في طريق عملية السلام، وأن الحكومة الإسرائيلية أسقطت من أجندتها مبدأ حل الدولتين، وتبنت تنفيذ سياسات استيطانية. كما أكدت الدراسة على أن الأردن رفض صفقة القرن، ولا يزال يرفضها، وينسجم هذا الرفض الرسمي مع الرفض الشعبي ورفض الأحزاب والقوى السياسية والنقابات ومؤسسات المجتمع المدني الأردني، وان المطلوب من الأردن القيام بدور أكثر فاعلية وعلى مختلف المستويات داخليا وخارجيا، لحشد الدعم والتأييد لمواقفه من القضية الفلسطينية، ورفض أي حلول على حسابه مهما كانت.

The Palestinian issue is the core of the conflict in the Middle East, and it represents an Arab national security issue because of its linkages to many accumulated crises in the region. This issue has taken more complex paths in light of rapid and compassionate regional and international changes. The Palestinian cause is the central issue for Jordan and is considered a priority in Jordanian foreign policy. The positions of the Hashemite kingdom were the best evidence that the Palestinian issue is the focus of Jordanian foreign policy attention. Since King Abdullah II assumed his constitutional powers, the Jordanian position has remained clear and firm towards the necessity of resolving the Arab-Israeli conflict and meeting the aspirations of the Palestinian people. The starting points to understand the Jordanian policy towards the Palestinian cause include the importance of the political, legal, and administrative role in protecting the holy sites, the tools of the Jordanian role in the Palestinian cause and its effectiveness, the Israeli positions on the Jordanian role in the Palestinian cause, and the Jordanian position on the Deal of the Century. The study concludes that Jordan adheres to firm and consistent positions on the Palestinian cause and that Palestine, in general, and Jerusalem in particular, has unique concerns for the Hashemite Kingdom. The study also concludes that the current reality indicates that Israel places tremendous obstacles in the way of the peace process and that the Israeli government has dropped the principle of the Two-State solution from its agenda. Instead, it adopted the implementation of Jewish settlement policies in the occupied land in 1967. The study also concludes that Jordan has rejected the Deal of the Century and is still rejecting it. This official rejection is consistent with the widespread rejection of political parties, political forces, Syndicate unions, and Jordanian civil society institutions. Therefore, Jordan is to play a more effective role at various levels, both internally and externally, to mobilize support for the Palestinian struggle and legitimate rights. Moreover, Jordan has to gain international support for its positions on the Palestinian cause in rejecting any solutions at its expense, or the expense of Palestinian rights.
