المستخلص: عقد مركز دراسات الشرق الأوسط في الأردن، نهاية شهر آب/ أغسطس 2022، حلقة علمية دراسية تحت عنوان "العلاقة بين الأردن وحركة حماس واتجاهات المستقبل"، بمشاركة شخصيات سياسية واستراتيجية وأكاديمية ونواب ووزراء سابقين. وناقش المشاركون التحولات التي شهدتها المنطقة واتجاهات المستقبل في ضوء المتغيرات الحالية مثل انتهاء فكرة حل الدولتين للصراع العربي-الإسرائيلي وبروز قوى فلسطينية فاعلة، وتنامي قوى اليمين المتطرف في الداخل الإسرائيلي، وتطورات الواقع الجيوسياسي المرتبط بالدور الأردني تجاه القضية الفلسطينية وعلاقاته بالأطراف الفلسطينية الفاعلة. وأجمع المشاركون على أهمية محافظة الأردن على علاقاته مع كافة الأطراف الفلسطينية، في حين تباينت آراؤهم حول شكل العلاقة ومستقبلها مع حركة حماس، حيث رأى بعص المشاركين أهمية المحافظة على قنوات الاتصال الحالية مع الحركة دون الحاجة إلى تطويرها لمستوى أعلى تجنبا للضغوط الإقليمية والدولية، فيما دعا آخرون إلى تطوير العلاقة وتوسيعها لتأخذ طابعا استراتيجيا يضمن أدوارا أكثر شمولية للأردن في القضية الفلسطينية، مؤكدين أن مسألة الضغوط مبالغ فيها أمام هذ التغيير. كما استعرض المشاركون محددات تطوير علاقة الأردن بحركة حماس، ومن ذلك عدم المفاضلة بين العلاقة مع حماس والعلاقة مع أطراف أخرى، واعتماد مبدأ الواقعية السياسية، وبلورة شكل جديد للعلاقة يخدم المصالح الأردنية ويمنع الحلول المستقبلية للقضية الفلسطينية على حساب الأردن، وفي نفس الوقت بما يعزز الدور الإقليمي الأردني، ويوسع الخيارات الأردنية ويزيد من ثقل أوراقه السياسية والاستراتيجية المؤثرة في القضية الفلسطينية.

The seminar was held in Amman at the end of August 2022. It is entitled “The Relationship between Jordan and Hamas and Future Directions,” with the participation of distinguished political, strategic, and academic figures, MPs, and former ministers. The participants discussed the transformations in the region and future directions in light of the current changes, such as the end of the idea of a two state solution to the Arab-Israeli conflict, the emergence of active Palestinian resistance forces, the growth of the extremist right forces inside Israel, and developments in the geopolitical reality related to the Jordanian role towards the Palestinian cause and its relations with Palestinian actors. The participants unanimously agreed on the importance of Jordan maintaining its relations with all Palestinian parties, while their opinions differed on the shape and future of the relationship with Hamas specifically. Some participants saw the importance of preserving the current communication channels with the Movement without developing them to a higher level to avoid supposed regional and international pressures. Others called for developing and expanding the relationship to take a strategic character that guarantees more comprehensive roles for Jordan in the Palestinian cause, stressing that the pressure issue is exaggerated as the US President called on Jordan twice to contact Hamas in 2021 for a truce agreement. The participants also reviewed the determinants of developing Jordan’s relationship with Hamas. They called on the government to adopt the principle of political realism and the crystallization of a new form of the relationship that serves Jordanian interests to prevent future solutions to the Palestinian cause at Jordan’s expense. While simultaneously enhancing the Jordanian regional role, expanding the Jordanian options, and increasing the weight of its political and strategic cards affecting the Palestinian issue.
