المستخلص: تكمن أهمية البحث من الدور الذي تلعبه السياسة المالية ودورها في زيادة العمق المالي إذ تمثل السياسة المالية إحدى الأدوات والركائز الأساسية للسياسات الاقتصادية التي تتبعها الحكومات من أجل تصحيح الوضع والنهوض بواقعها الاقتصادي وإن العمق المالي يعد مؤشر مهم حيث يمكن من خلاله معرفة طبيعة النظام المالي وخاصة عند وجود أعداد كبيرة من المؤسسات المالية والمصرفية في العراق. كما يسعى البحث إلى تحقيق جمله من الأهداف منها معرفة أهم تطورات السياسة المالية في العراق وبيان تأثيرها على العمق المالي وبما يسهم في تحقيق التنمية الاقتصادية خلال مدة الدراسة. ومعرفة أهم مؤشرات العمق النقدي والعمل على تحليلها في بيئة الاقتصاد العراق. فضلا عن قياس أثر مؤشرات السياسة المالية على العمق المالي في العراق. توصل البحث إلى جملة من الاستنتاجات أهمها أن أكثر الإيرادات التي يحصل عليها البلد تذهب لتغطية النفقات التشغيلية، أي لدفع الرواتب والأجور ومشتريات السلع المحلية، مما يترتب عليه ضخ المزيد من السيولة المحلية، التي تمارس تأثيراتها على مستوى الطلب الكلي في ظل جهاز إنتاجي سلعي متخلف. وأختم البحث بجملة من التوصيات لعل أبرزها العمل على إعادة هيكلة النفقات العامة لتحجيم الدعم الحكومي وتقليص متطلبات الإدارة الحكومية، فضلا عن توجيه الإنفاق نحو مشروعات البنى التحتية، كل هذا يساعد السلطة النقدية على تقليل الضغط المحلي على سعر الصرف لتطبيق سياسة نقدية كفء هدفها التخلص من الاختلالات الهيكلية التي يعاني منها الاقتصاد العراقي.

The importance of the research lies in the role played by the financial policy and its role in increasing the financial depth, as the financial policy represents one of the basic tools and pillars of the economic policies that governments follow in order to correct the situation and advance their economic reality and that the financial depth is an important indicator through which it is possible to know the nature of the financial system, especially when The presence of large numbers of financial and banking institutions in Iraq. The research also seeks to achieve a number of goals, including knowing the most important developments in the financial policy in Iraq and showing their impact on the financial depth and what contributes to achieving economic development during the study period. Knowing the most important indicators of monetary depth and working on analyzing them in the environment of the Iraqi economy. As well as measuring the impact of financial policy indicators on the financial depth in Iraq. The research reached a number of conclusions, the most important of which is that most of the revenues that the country obtains go to cover operating expenses, that is, to pay salaries, wages and purchases of local goods, which results in pumping more local liquidity, which exerts its effects on the level of aggregate demand in light of a backward commodity production system. The research concluded with a set of recommendations, perhaps the most prominent of which is working on restructuring public expenditures to reduce government support and reduce government administration requirements, as well as direct spending towards infrastructure projects. All this helps the monetary authority to reduce local pressure on the exchange rate to implement an efficient monetary policy aimed at eliminating imbalances.
