|a في ظل فجوة المدخرات التي تعاني منها معظم الاقتصادات النامية بما فيها مصر، فإن جذب الاستثمار الأجنبي المباشر لسد هذه الفجوة هو ما تسعى إليه الحكومة لدفع عجلة التنمية، ومن أمثلة الجهود التي تبذلها الحكومة المصرية لجذب الاستثمار الأجنبي المباشر إصدار قانون ضمانات وحوافز الاستثمار رقم ٧٢ لسنة، ۲۰۱۷ وقوانين أخرى مثل قانون الضرائب الموحد وقانون الجمارك وتعديل قانون المحاكم الاقتصادية وغيرها من القوانين التي تساعد في جذب الاستثمار، وعلى الرغم من مجهودات الإصلاح التي بذلتها جمهورية مصر العربية لجذب الاستثمار الأجنبي، مازالت تلك التدفقات دون المستوى المرغوب، بسبب تداعيات دولية ومحلية أثرت على تدفقات الاستثمار الأجنبي، وخلقت الحاجة إلى إصلاحات هيكلية إضافية لمواجهة العوائق التي تعترض تلك الاستثمارات، بما في ذلك الحاجة لتحسين السياسات والإجراءات التي تقوم بها المؤسسات والهيئات المسؤولة عن الاستثمار.
|b In light of the savings gap that most developing economies, including Egypt, suffer from, attracting foreign direct investment (FDI) to fill this gap is what the government seeks for moving development forward. For example, the Egyptian government issued the Investment Guarantees and Incentives Law. No. 72 of 2017, and other laws such as the Unified Tax Law No. 206 of 2020, Customs Law, and the amendment of the Economic Courts Law No.120 of 2008 and other laws that help attracting investment. Despite reform efforts in Egypt to attract FDI, these flows are still less than desirable, due to the international and local repercussions that affected FDI flows, and highlighted the need for additional structural reforms to meet the challenges facing investors at the present time. Including the need to improve policies and procedures carried out by the institutions that responsible for investment. Therefore, this study is concerned with identifying the economic and legal gaps and determinants that must be worked on to raise the capacity of the Egyptian economy to attract FDI, which in turn contributes to the development of local capabilities and raise the efficiency of the local investor.
