|a تواجه الإدارة الجماعية المحلية مجموعة من التحديات التي تتجلى في عدة عوائق وصعوبات، والمرتبطة بالوسائل والآليات والأدوات التي تستخدمها لتحقيق التنمية المحلية، وبالتالي أصبح من الضروري تجاوز هذه السلبيات والتعاطي مع مستجدات فرضتها التحولات المجتمعية بالبلاد، فهي مجبرة على تبني رؤية منفتحة وشاملة في كل برامجها ومعاملاتها. واعتماد التخطيط الاستراتيجي المتعدد السنوات لتحقيق تنمية منسجمة، لأن الجماعات الترابية أضحت فضاء قانونيا وسياسيا واجتماعيا واقتصاديا، يتم فيه التعبير عن حاجيات ساكنة محلية في تزايد مستمر.
