يهدف البحث إلى تقديم استراتيجية شمولية تكاملية لمديرية بلدية البصرة، تستند لقدراتها وإمكانياتها الحالية والمتوقعة مستقبلا والتي تم إثباتها باستخدام أداة التحليل الاستراتيجيSWOT . وقد اعتمد منهج دراسة الحالة كونه أقرب وأفضل المناهج في إثبات مشكلة البحث وتقديم المعالجات الموضوعية لها، أما مجتمع البحث فتمثل بمديرية بلدية البصرة نظراً لأهميتها الكبيرة وتعدد مهامها ومسؤولياتها من خلال الخدمات التي تقدمها لمجتمع واسع من أبناء مدينة البصرة. وتم الاستناد على ملاحظة واستطلاع مجموعة من البيانات والمعلومات الكمية الحقيقية لمديرية بلدية البصرة مع الاستعانة بعينة محددة من أصحاب القرار وممن يتمتعون بخبرة وممارسة عالية في مجال إدارة المنظمات البلدية لغرض تفسير بعض النتائج أو الملاحظات التي تم تشخيصها. وكانت أهم النتائج التي توصل إليها البحث أن مديرية بلدية البصرة تتمتع بمجموعة من عناصر القوة في بيئتها الداخلية ويقابلها مجموعة أكبر من نقاط الضعف، أما من الجانب الآخر فتوجد مجموعة جيدة من الفرص المتاحة ويقابلها مجموعة أكبر من التهديدات التي تفرضها بيئتها الخارجية. أما أبرز التوصيات فكانت التوصية بانتهاج استراتيجية علاجية للمرحلة المستقبلية القادمة والعمل على تبني مجموعة من الخطوات التنفيذية لتعكس صورة للتنفيذ الناجح للاستراتيجية المقترحة وما تضمنته من رؤية ورسالة وأهداف استراتيجية.
The aim of this research is to provide a comprehensive and integrated strategy for the Directorate of the Municipality of Basra based on its capabilities and potentials present and expected in the future, which has been proven using the strategic analysis tool SWOT. The research adopted the case study approach as it is the closest and best approach in proving the problem of research and provide it with objective treatments. The research community is represented by the Directorate of the Municipality of Basra because of its high importance and multiple tasks and responsibilities through the services provided to a wide community of the people of the city of Basra. The research was based on the real quantitative data and information of the Directorate of the Municipality of Basra with the assistance of a specific sample of decision-makers and those who have experience and high experience in the management of municipal organizations and through direct interviews in the interpretation of some of the results reached. The most important finding was the Directorate of the municipality of Basra has a set of elements of strength in its internal environment and offset by a greater set of weaknesses, on the other hand, there is a good set of opportunities available and offset by a greater range of threats posed by its external environment. The most prominent recommendations were to adopt a therapeutic strategy for the next phase and work on the adoption of a set of operational programs to reflect the image of the successful implementation of the proposed strategy and its vision, mission and strategic objectives.
