هدفت هذه الدراسة إلى معرفة تجارب الدول الناجحة (تجربة جمهورية مصر، دولة الإمارات العربية المتحدة) في الاستفادة من الاستثمار الأجنبي المباشر في تنويع مصادر الدخل، والاستفادة من تجارب هذه الدول التي انتهجت سياسة تنويع مصادر الدخل ومدى تطبيقها في اليمن، وأيضا التعرف على مؤهلات في اليمن قد تفيدها في تنويع مصادر الدخل. واستخدمت الدارسة المنهج الكيفي والتحليلي وكذا دراسة تجارب بعض الدول التي حققت نجاحات في مجال تنويع مصادر الدخل، وسيتم جمع المعلومات والبيانات من خلال النشرات والدوريات والكتب والمراجع والإحصائيات من البنك المركزي والجهاز المركزي للإحصاء وغيرها من الجهات الرسمية للدول المختارة. وتوصلت الدراسة إلى أن للاستثمار الأجنبي دورا مهما في تطوير البنية التحتية لاقتصاد البلد، وتطوير القاعدة الهيكلية للاقتصاد بشكل عام، كما أنه يسهم في تنويع مصادر الدخل ورفع معدلات النمو الاقتصادي ونمو القطاعات الاقتصادية المختلفة، فضلا عن دوره البارز في إيقاف هجرة واستنزاف الخبرات والكوادر والعقول الوطنية-التي تشكو منها البلاد النامية- بما توفره من فرص وظروف عمل تنافس فرص العمل التي تسعى إليها هذه الخبرات خارج البلاد. كما تبين من خلال تجارب الدول أن تنويع مصادر الدخل يتفاوت من دولة إلى أخرى بحسب طبيعة الدولة وثرواتها التي تمتلكها ومدى قدرة الكادر البشري ومستوى التعليم والخبرة وغيرها. وبالتالي فإن دور الاستثمار الأجنبي المباشر يساعد على تعزيز التنمية الاقتصادية وتنويع الهيكل الاقتصادي وهذا ما يجعله من بين أهداف سياسة تنويع مصادر الدخل. وتوصلت –أيضا- إلى أن الاستثمار الأجنبي المباشر يسهم في ضخ رؤوس الأموال في الاقتصاد الوطني، وإنشاء المدن الصناعية وإقامة المشاريع الاستثمارية وإيجاد حل لمشكلة البطالة، وتحسين الإنتاجية من خلال ما يجلبه الاستثمار من تكنولوجيا ومعدات حديثة، والتي بدورها تؤدي إلى تنويع مصادر الدخل، لذا فإن الجمهورية اليمنية تستطيع الاستفادة من التجارب الدولية في تعزيز ذلك.
This study aimed to know the experiences of successful countries (the experience of the Republic of Egypt, the United Arab Emirates) in benefiting from foreign direct investment in diversifying sources of income? And benefit from the experiences of these countries that have adopted the policy of diversifying sources of income and the extent of its application in Yemen, as well as identifying qualifications in Yemen that may benefit them in diversifying sources of income. The study used the qualitative and analytical approach, as well as studying the experiences of some countries that have achieved successes in the field of diversifying sources of income. Information and data will be collected through bulletins, periodicals, books, references and statistics from the Central Bank, the Central Statistical Organization and other official bodies of the selected countries. The study concluded that foreign investment has an important role in developing the infrastructure of the country’s economy, developing the structural base of the economy in general, and contributing to diversifying sources of income, raising economic growth rates and the growth of various economic sectors, as well as its prominent role in stopping immigration and draining expertise, cadres and national minds that complain Including the developing countries, with the opportunities and work conditions they provide that compete with the job opportunities sought by these experiences outside the country. It has also been shown through the experiences of countries, that the diversification of sources of income varies from one country to another according to the nature of the state and its wealth, the extent of the capacity of the human cadre, the level of education and experience, and others. Thus, the role of foreign direct investment helps in promoting economic development and diversifying the economic structure, and this is what makes it among the objectives of the policy of diversifying sources of income. It also concluded that foreign direct investment contributes to pumping capital into the national economy, establishing industrial cities, establishing investment projects, finding a solution to the unemployment problem, and improving productivity through what investment brings in technology and modern equipment, which in turn leads to diversifying sources of income. Yemen can benefit from international experiences in promoting this.
