المستخلص: خصخصة التعليم هي عملية نقل وتحول كلي أو جزئي للمؤسسات التعليمية من القطاع العام إلى الخاص والتي لها دور مهم في مجال التعليم وتطويره ورفع كفاءة الإنتاج العلمي والمهني وتشجيع إصحار رؤوس الأموال على الاستثمار داخل البلد بقصد التوجه نحو التغيير في البناء الاقتصادي للدولة والتقليل من حجم الأنفاق العام والتنوع في مصادر التمويل، لذا تكمن مشكلة البحث في الأثار الناتجة عن خصخصة المؤسسات التعليمية من القطاع العام إلى الخاص ومدى تأثيرها الاقتصادي في واقع التعليم العالي، لذا يهدف بحثنا إلى بيان توزيع الأدوار بين القطاع العام والخاص في ظل برنامج الخصخصة وإمكانية التحول إلى قطاع تعليمي منتج من الناحية الاقتصادية والأكاديمية، ولتحقيق هدف البحث طبق في وزارة التعليم العالي والبحث العلمي، وقد توصل البحث إلى عدة استنتاجات أهمها: 1. عملية الخصخصة هي تغيير في الأسلوب والتشغيل لإدارة المؤسسات لتتفق ومبادئ القطاع الخاص. 2. توسيع مساهمة القطاع الخاص في النشاط الاقتصادي. 3. التعليم الخاص أحد المرتكزات الداعمة لقطاع التعليم الحكومي وبنسبة 3% من إيراداتها الكلية. ومن أهم التوصيات ضرورة وضع رؤية استراتيجية قومية وطنية لمنظومة التعليم والبحث العلمي تحدد بدقة عالية دور المعرفة في تحقيق أهداف التنمية وما مطلوب من مؤسسات التعليم العالي الحكومي والأهلي بصفتها مؤسسات منتجة للمعرفة والتعليم وأن تندرج هذه الرؤية في تفاصيلها حتى تصل لمستوى الاستراتيجية في كل جامعة.

The privatization of education is the process of transferring and completely or partially transferring educational institutions from the public sector to the private one, which has an important role in the field of education and its development raising the efficiency of scientific and professional production and Encouraging of capitals on invest within the country with the intention of moving towards a change in the economic construction of the state and Reducing the volume of public spending and diversifying the sources of funding, so the research problem lies in the effects resulting from the privatization of educational institutions from the public sector to the private sector and the extent of their economic impact on the reality of higher education. Therefore, our research aims to show the distribution of roles between the public and private sectors in light of the privatization program and the possibility of transforming into a productive educational sector from an economic and academic point of view. To achieve the goal of the research, it was applied in the Ministry of Higher Education and Scientific Research, and the research reached several conclusions, the most important of which are: 1- The privatization process is a change in the style and operation of the management of enterprises to conform to the principles of the private sector. 2- Expanding the contribution of the private sector to economic activity. 3- Private education is one of the pillars supporting the public education sector, with a percentage of 3% of its total revenues. Among the most important recommendations is the need to develop a national national strategic vision for the education and scientific research system that defines with high accuracy the role of knowledge in achieving development goals and what is required of public and private higher education institutions as institutions that produce For knowledge and education, and that this vision be included in its details until it reaches the level of strategy in each university.
