|a برزت أهمية دراسة التخطيط الاستراتيجي كعدم مستقل في الآونة الأخيرة كفرع من العلوم الإدارية، غير أنه ما لبث أن ولج باب العلوم السياسية عندما أصبح من الضروري أن تخطط الدولة ومؤسساتها بشكل علمي مدروس لجميع سياساتها من أجل الحفاظ على مواردها واستغلالها بالصورة الأمثل من جهة، وبفرض تحقيق التكامل السياسي القومي وتقليل الصراعات السياسية الداخلية وتحقيق العدالة الاجتماعية من جهة ثانية، وتحقيق الأمن القومي من جهة ثالثة، خاصة في ظل عالم اليوم الذي تسوده المنافسة الحادة بين الدول. تهدف الورقة للاضطلاع بمهام المعالجة الفكرية للمفاهيم المتعلقة باستشراف المستقبل والاستشراف المستقبلي للتخطيط الاستراتيجي للأقاليم، حيث طرحت سؤالا رئيسيا يتمثل في: ما دور استشراف المستقبل في التخطيط الاستراتيجي الناجح للأقاليم وذلك بالتطبيق على منطقة سنار الجغرافية بوسط السودان، وفي وجود فرضية أساسية تتمثل في: أن عملية استشراف المستقبل تسهم في وضع خطط استراتيجية مستقبلية ناجحة لتطوير الأقاليم في جميع المجالات، وذلك بأساليب تساعد على رسم هذه الخطط المستقبلية. تم استخدام المنهج التاريخي لاستقراء الأحداث التاريخية، بجانب المنهج التحليلي الوصفي، ومنهج دراسة الحالة بالتطبيق على منطقة سنار الجغرافية.
|b The importance of strategic planning as an independent science appeared recently as a branch of administrative sciences, but it entered the field of political science when it became important for the state and its institutions to plan scientifically for all its policies in order to preserve and optimally utilize its resources on the one hand, and for the purpose of achieving national politics integration, preventing internal political conflicts on the other hand, and achieving national security on the third hand, especially in today’s world in which competition between states prevails. The aim of study is to clarify the concepts related to the foresight of the future foresight of the strategic planning of the regions.it is presented a main question: what is the role of future foresight in the successful strategic planning of the regional, by applying to the geographic area of Sennar in central Sudan. And basic hypothesis: The process of foreseeing the future contributes to the development of successful future strategic plans for the development of the regions in all fields. The researcher used the historical method, the descriptive analytical method, and the case study method applied to the geographical area of Sennar.
