يسعى موضوع هذا البحث إلى استثمار أهم أفكار اللسانيات العربية القديمة واللسانيات الحديثة، لاسيما ما عرف عند اللسانيين بثنائية اللغة والكلام، من أجل دراسة ظاهرة سلبية في الأداء اللغوي لدى أفراد المجتمع اللساني العربي، متمثلة في عجزهم عن التعبير بنوعيه الشفوي والكتابي، كما هو مشاهد عند طبقة من المتعلمين المبتدئين وطبقة ممن بلغوا درجة من التعلم، وعلة ذلك أنهم ربما أتقنوا قواعد اللغة معرفة واستظهارا، بما فيها المستويات النحوية والصرفية والبلاغية والدلالية، إلا أن أحدهم يعجز عن إلقاء كلمة موجزة ارتجالا، أو كتابة فقرة مختصرة بداهة، لأن تكوينهم التعليمي اهتم يجانب واحد من اللغة، وهو العلم بقواعدها فقط، والتي لا تزيد على أن تكون معرفة قاموسية بعيدة عن الاستعمال، بينما أهمل الجانب الثاني وهو الكلام، المتمثل في تلك القدرة البيانية التي تجسد اللغة، وتمكن المتكلم من إخراج المعاني الذهنية والنفسية إلى المتلقي، وفق سنن العرب في كلامهم وطرائقهم في صياغة أساليبهم، ووفقا لمقاصدهم في الفهم والإفهام، فإن وصل المتكلم إلى هذه المرتبة فقد وصل إلى درجة الكلام وحصل على ملكة التعبير، وحقق هدفه المتمثل في الإبانة والبيان، وجمع بين اللغة والكلام، لأن الكلام ما هو إلا عمل واللغة حدود هذا العمل، والكلام سلوك واللغة معيار هذا السلوك. The subject of this research seeks to invest the most important ideas of ancient Arabic linguistics and modern linguistics, especially bilingualism and speech, in order to study a negative phenomenon in the linguistic performance of members of the Western linguistic community, represented by their inability to express both oral and written forms, as seen by a class of novice learners. And a class of those who have reached a degree of learning, and the reason for this is that they may have mastered the rules of the language by knowing and memorizing, including the grammatical, morphological, rhetorical and semantic levels, but one of them is unable to give a brief speech on the fly, or write a brief paragraph of course, because their educational formation concerned one aspect of the language, It is the knowledge of its rules only, which is nothing more than lexical knowledge far from use, and neglected the second aspect, which is speech, which is the graphic ability that embodies the language, and enables the speaker to bring out the mental and psychological meanings to the recipient, according to the Sunnahs of the Arabs in their speech and their methods of formulating Their methods, and according to their purposes in understanding and understanding, if the speaker reaches this rank, he has reached the level of speech and acquired the faculty of expression, and achieved his goal of elucidation and elucidation, and collecting Between language and speech, because speech is nothing but action, and language is the limit of this action, and speech is behavior and language is the criterion for this behaviour.
