المستخلص: لا شك في أهمية دور جمعيات المكتبات والمعلومات في الوطن العربي في تنمية أخصائي المعلومات ومساعدتهم في امتلاك المهارات والأدوات التي تؤهلهم للقيام بعملهم، هذا فضلا عن أهمية الاتحادات العربية والدولية في توجيه وإرشاد هذه الجمعيات للمبادئ والمعايير المهنية التي تزيد من جودة العمل المهني لدى جمعيات المكتبات في الوطن العربي وذلك مثل إرشادات الإفلا في التنمية المهنية والتي تمثل أهم المبادئ وأفضل الممارسات العلمية للتطوير المستمر، وبناء على هذه التعليمات تمت دراسة التشريعات واللوائح والنظم لجمعيات المكتبات في الوطن العربي من خلال خمسة محاور رئيسية تمثل أهم القطاعات التي وردت في مبادئ الاتحاد الدولي للمكتبات والمعلومات مثل الموقع الإلكتروني لجمعيات المكتبات وصفحاتها على مواقع التواصل الاجتماعي وخدماتها الإلكترونية فضلا، والتدريب والتطوير المهني في الوطن العربي وتوضيح سياسات الميزانية والتمويل وأهم الخدمات المتخصصة والعامة ونظم وقوانين العمل بجمعيات المكتبات في الوطن العربي، واعتمدت الدراسة على المنهج المسحي لمعرفة الوضع الراهن لتلك الجمعيات وأسلوب المقارنة بينهم في كافة بنود ومحاور الدراسة من خلال قائمة مراجعة تم تحكيمها من قبل العديد من الأساتذة المتخصصين في الوطن العربي بل وبعض رؤساء الجمعيات العربية من أجل التحقق من صدق وثبات أداة الدراسة، وشملت الدراسة على ١٦ جمعية عربية لتخرج بمجموعة من النتائج أهمها جميع جمعيات المكتبات في الوطن العربي تعتمد لخدمة أعضائها عن بعد على صفحاتها على شبكات التواصل الاجتماعي، ويوجد من ١٥ إلى ١٦ جمعية لا تقدم أي خدمات إلكترونية مهنية أو عامة مثل ورش العمل أو الحلقات النقاشية أو خدمات للدفع الإلكتروني، كما توصلت الدراسة إلى قيام ٥ جمعيات عربية فقط بتقديم خدمات تدريبية لغير الأعضاء من العاملين بالمكتبات، على جانب آخر يوجد ١١ جمعية أي ٦٩% من جمعيات المكتبات لا تصدر أي معايير مهنية للعمل بما يتوافق مع سياسات واتجاهات الدولة فضلا عن ٩ جمعيات لا تقدم أي دعم للمكتبات الناشئة، وتوصي الدراسة جمعيات المكتبات بضرورة مراجعة المبادئ والإرشادات التي أصدرتها الإفلا - الاتحاد الدولي لجمعيات المكتبات والمعلومات بشأن التطوير المهني المستمر والتركيز على بنود الجمعيات والمنظمات المهنية وتقديم كافـة الخدمات والأنشطة التي تتماشى مع هذه المبادئ مثل ضرورة وجود خطة استراتيجية لعمل إداري واضح وتوضيح بنود الميزانية ودعم المكتبات الناشئة ومنح شهادات وتراخيص الجودة والاعتماد للمكتبات المتميزة وتوفير الرعاية الصحية ومتابعة المهارات والتوصيف الوظيفي للعاملين بمؤسسات المكتبات في القطر الواحد.

There is no doubt about the importance of the role of library and information societies in the Arab world in developing information specialists and helping them acquire the skills and tools that qualify them to carry out their work, in addition to the importance of Arab and international federations in directing and guiding these associations to principles and professional standards that increase the quality of professional work of the library associations in The Arab world, such as IFLA's guidelines for continuous professional development, which represent the most important principles and best scientific practices, and based on these instructions, the regulations of library associations in the Arab world were studied through five main topics representing the most important sectors mentioned in the principles of the International Federation of Libraries and Information in order to identify Associations' websites and their pages on social media and their electronic services, as well as defining the vital role towards training and professional development for professionals in the Arab world and clarifying budget and financing policies and the most important specialized and public services, systems and labor laws for library associations in the Arab world. Comparison between them in all items of the study through For a checklist that was judged by many specialized professors in the Arab world and even some heads of Arab societies in order to verify the validity and reliability of the study tool. The study included 16 Arab societies to produce a set of results, the most important of which is all library associations in the Arab world that depend to serve their members remotely. Through its pages on social networks, and there are from 15 to 16 associations that do not provide any professional or general electronic services such as workshops, seminars, or electronic payment services. The study also found that only 5 Arab societies provide training services to nonmembers who are working in libraries. On the other hand, there are 11 societies, i.e. 69% of the library societies that do not issue any professional standards for work in line with the state's policies and trends, as well as 9 societies that do not provide any support to emerging libraries, and the study recommends that library societies should review the principles and guidelines issued by IFLA-International Federation For library and information societies on continuous professional development, focusing on the items of professional associations and organizations, and providing all services and activities that are in line with these principles, such as the necessity of having an S plan A clear strategy, clarification of budget items, support for emerging libraries, granting certificates and licenses for quality and accreditation for distinguished libraries, providing health care, following up on skills and job descriptions for workers in library institutions in one country.
