تتناول هذه الدراسة إعداد دليل استرشادي لصياغة (المعايير الأرشيفية) بغرض إنتاج وإنشاء اللوائح والقوانين والقرارات وغيرها مما يصدر من تشريعات أرشيفية في جميع دول العالم، ومراجعة صحة واكتمال الأبواب والمواد والبنود المكونة لكل قانون أو لائحة جديدة تصدر في مجال العمل الوثائقي أو الأرشيفي، وكذا مضاهاة ما يتم العمل به وتطبيقه بالفعل من هذه القوانين واللوائح في هذه الدول، ومن ثم اكتشاف أوجه النقص والقصور في هذا القانون أو ذاك لإمكانية تعديله بما يتناسب مع ظروف المكان والوقت. وبذلك فإن المقصود من هذه المقاييس أو المعايير التشريعية في الوثائق والأرشيف، هو تقديم مبادئ رئيسة مفيدة ومهيأة، لتسهيل إعداد النصوص الجديدة لنظم وقوانين ولوائح وقرارات الوثائق والأرشيف، أو مراجعة تلك المعمول بها والجاري تنفيذها بالفعل، وهذه المعايير الرئيسة ستكون موجهة للأشخاص الذين يعملون على صياغة وتحرير، أو مراجعة التشريعات المتعلقة بالوثائق والأرشيف، ولهذا فإن المعايير تحتوي على مقترحات أعدها الباحث واجتهد في تنظيمها وفقا لرؤيته في هذا المجال من التخصص، وخاصة مع عدم وجود نموذج معياري موحد لتنظيم التشريع القانوني في الوثائق والأرشيف، وهذه المعايير لا تعتبر كقواعد صارمة، ولا يجب أيضا النظر إليها على أنها مجموعة من الحقول المعيارية القياسية غير القابلة للتجزئة، فكل حقل من الحقول الواردة في هذه المعايير يجب استخدامه وفقا لحاجة ووضعية كل مؤسسة بحسب كل بلد وقواعده القانونية.
