يشكل تقييم السياسات العمومية واحدا من أهم المقتربات الحديثة لتجويد العمل العام وتحسينه، من خلال مساهمته الكبيرة في إبلاغ صناع القرار عموما والقائمين على صناعة وتنفيذ السياسات العمومية خصوصا، بتأثيرات تلك السياسات على المعنيين بها في محاولة لإبراز نقط القوة والضعف والاختلالات التي شابت السياسة المعنية، وذلك من أجل تقويمها، فالسياسات العمومية تعتبر قضية سياسية واجتماعية يمكن أن يتدخل فيها العديد من الفاعلين، ولا شك أن السياسة العمومية لن تكون فعالة عندما تكون العوامل الرئيسية المؤدية إلى تشكيل سياسة فعالة وتنفيذها غائبة، بما في ذلك الشرعية السياسية الكافية، وجهاز قانوني يعمل بشكل مناسب، وإذا كانت المؤسسة التشريعية تعتبر من أهم الفاعلين في صناعة السياسات العمومية، خاصة عبر تصويتها على التشريعات المناسبة لتنفيذ هذه السياسات، فإنها تعتبر أيضا جهازا مختصا في تقييم السياسات العمومية. وتحاول هذه الورقة التطرق إلى أهمية التقييم البرلماني للسياسات العمومية، وأهم الآليات التي يمتلكها من أجل القيام بهذه الوظيفة، فضلا على طرح بعض المقترحات والتوصيات الكفيلة بتطوير الوظيفة التقييمية للمؤسسة التشريعية، وسبل تجاوز الاكراهات التي تقف حاجزا في وجه أعضاء البرلمان من أجل قيامهم بهذه الوظيفة.
