المستخلص: تبحث هذه الدراسة في أسباب فشل وشروط نجاح المنظمات الدولية، فليست كل المنظمات الدولية قادرة على القيام بالمهام التي أوكلت إليها؛ فمنها من فشل كليا وانتهى وجودها، ومنها من استطاعت البقاء رغم الفشل. أما البعض الأخر من المنظمات الدولية فحقق نجاحات لافتة، ليس فقط في الوصول إلى الأهداف المرجوة، وإنما أيضا تطورت هذه المنظمات ووجدت لنفسها أهدافا جديدة تواكب فيها التغيرات والتحولات على المستويات الدولية والإقليمية والمحلية. لقد حاولت الدراسة الإجابة عن السؤال التالي: ما العوامل التي تسهم في نجاح أو فشل أي منظمة دولية سواء كان نطاق عملها دوليا أو إقليميا؟ لقد قسمت الدراسة إلى قسمين: الأول تحدث عن عوامل نجاح المنظمة الدولية، وقدمت الدراسة سبعة عوامل وهي: الوظيفية والاستقلالية والمسؤولية والمرونة والتمويل وبراعة الموظفين الدوليين والشرعية. أما القسم الثاني فتناول أسباب فشل المنظمة الدولية التي نجمت عن أسباب تعدت ضعف عوامل النجاح. تم تقسيم فشل المنظمات الدولية إلى ثلاثة أنواع: الفاشلة والمندثرة، والفاشلة التي استمرت في الوجود، وتلك التي خلطت بعض الإخفاقات مع الكثير من النجاحات. أخيرا استنتجت الدراسة ضرورة التعاون الدولي؛ وذلك للازدياد المتواصل في الترابط بين الدول وعالمية التحديات الدولية بما يتطلب- ليس فقط توفير أسباب نجاح المنظمات الدولية ـ بناء ثقافة التعاون على المستوى العالمي.

This study examines the reasons for the failure and conditions for the success of international organizations. Not all international organizations were able to carry out the tasks that were entrusted to them. Some of them failed completely and ended their existence, and some were able to survive despite the failure. As for some other international organizations, they have achieved remarkable successes, not only in reaching the desired goals, but also in developing and finding new goals for themselves that kept pace with changes and transformations at the international, regional and local levels. The study attempted to answer the following question: What are the factors that contribute to the success or failure of any international organization, whether the scope of its work is international or regional? The study was divided into two parts: the first talked about the success factors of the international organization, and the study presented seven factors: functionality, independence, responsibility, flexibility, financing, ingenuity of international staff, and legitimacy. The second section dealt with the reasons for the failure of the international organization, which resulted from reasons that went beyond the weakness of the factors of success. Failure of international organizations was divided into three types: the failed and perished, the failed but continued to exist, and those who mixed some failures with many success. Finally, the study concluded the need for international cooperation, due to the continuous increase in interdependence between countries and the globalization of international challenges, which requires not only providing the reasons for the success of international organizations, but also building a culture of cooperation at the global level.
