المستخلص: يناقش المقال قضية استراتيجية تعكس أهمية البحر الأبيض المتوسط في استراتيجية الدول المطلة عليه ومنها الجزائر، يربط ثلاث قارات ومحيطين، حيث تحكم العلاقات بين ضفتي المتوسط الشمالية والجنوبية مجموعة من المتغيرات والاعتبارات، المتعلقة أساسا بمفهومي التعاون والصراع، يحاول من خلالها كل طرف بناء علاقات تختلف طبيعتها من فترة لأخرى، فكانت تارة تحمل الطابع التعاوني، وأخرى توصف بأنها ذات طبيعة صراعية. نهدف من خلال هذه الورقة البحثية إلى تحليل أبعاد انتماء الجزائر إلى منطقة المتوسط، من خلال العمل على استرجاع إرثها الحضاري المتوسطي من جهة، والاندماج بفعالية في مبادرات المنطقة الأمنية، حيث التهديدات التي تستشعرها في محيطها الإقليمي ليست وهمية، أو ذريعة لبسط الهيمنة، لكن تستند لحقائق تاريخية وموضوعية، وهو ما حاولنا الاستدلال عليه وفق مقاربة منهجية نقدية، ثم تحليلية تفكيكية من جهة أخرى، فكانت الحصيلة الاستنتاجية أن التصور الأمني الجزائري في المتوسط يقوم على مقاربة شاملة، تتطلب تظافر كل الجهود ومن كل الأطراف، كما أنه كل متكامل لا يقبل التجزئة، سواء ارتبط بأمن جيران الجزائر المغاربيين والأفارقة أو شركائها الأوروبيين.

This article discusses the role of the Mediterranean, which links three continents and two oceans, in the strategy of the countries bordering it, including Algeria. The relationship between the two shores of the Mediterranean has been governed by a host of considerations mainly related to the concepts of cooperation and conflict. The aim of this research is to analyze, through a systematic, critical and deconstructive approach, the dimensions of Algeria’s belonging to the Mediterranean region by working to restore its Mediterranean civilizational heritage, and to effectively integrate into the region’s security initiatives, The Algerian security perception of threats in the Mediterranean is based on a global approach, which was completely integrated, linking to the security of Maghreb and African neighbors, or European partners. The study concludes that the Algerian security perception in the Mediterranean is based on a comprehensive approach, which requires the concerted efforts of all parties, as it is an integrated and indivisible whole, whether it is related to the security of Algeria’s Maghreb and African neighbors or its European partners.

Cet article traite que La méditerranée représente un lien très important dans la stratégie des pays qui la bordent, elle relie trois continents et deux océans, sachant que les relations entre les deux rives nord et sud de la méditerranée était toujours sous la dépendance de plusieurs considérations, principalement celles des concepts de conflit et de coopération. L’Algérie est l’un des pays qui réclame la restauration de son patrimoine civilisationnel méditerranéen, et son intégration effective dans les initiatives de sécurité, Alors que, la perception des menaces de sa sécurité dans la région méditerranéenne est véritable et éprouvée, de ce fait l’Algérie défend sur une approche sécuritaire globale, qu’il soit lié à la sécurité de ses voisins maghrébin et africain, ou de ses partenaires européens, par une méthodologie critique et analytique.
