المستخلص: يتناول هذا الموضوع بالدراسة والتحليل مشكلة مستعصية تتمثل في انتشار ظاهرة الفساد الإداري والمالي في مختلف بقاع العالم كافة مدمرة تجتاح أركان الدولة في هذا الظرف المعقد، ما حدا بالمجتمع الدولي أن يتدخل بأسره لمجابهة أخطارها الزاحفة بشتى الوسائط المتاحة في ذلك. وفي هذا الإطار حاولت أن أتتبع مسارات النظرة الإسلامية المتفردة في تصوراتها وتجلياتها لمجابهة هذا الواقع المرير، وطريقة الإسلام في عرض منهجه المتكامل في التصدي لهذه الظاهرة في مفهومها الشمولي، مركزا على تبيان أهم معالم وحلقات هذا المنهج الرصين في مجابهته لهذه الآفة، موضحا أسبابها وطرق الوقاية منها ووسائل التصدي لها، مستخدما المنهجين الوصفي التحليلي أساسا في الوصول إلى ما قدمه من حلول ومعالجات للمشكلة، تبدأ من مستوى إعداد الفرد، إلى بناء كيان الجماعة، إلى تركيز دعائم الكيان العام، هيكلة وتنظيما وممارسة في التشريع والإدارة والقضاء، لتكريس إصلاحات وحلول جذرية مضمونة النتائج في مواجهة الفساد في الدولة.

This topic deals with the study and analysis of an intractable problem represented in the spread of the phenomenon of administrative and financial corruption in various parts of the world as a devastating scourge sweeping the corners of the state in this complex circumstance, which prompted the international community to intervene as a whole to confront its creeping dangers by all available means. In this context, I tried to follow the paths of the Islamic view unique in its perceptions and manifestations to confront this bitter reality, and the method of Islam in presenting its integrated approach to confronting this phenomenon in its holistic concept, focusing on clarifying the most important features and episodes of this sober approach in its confrontation with this scourge, explaining its causes and methods of prevention Of them and the means to address them, using the descriptive and analytical approaches mainly in reaching the solutions and treatments he presented to the problem, starting from the level of individual preparation, to building the entity of the group, to focusing the pillars of the public entity, structuring, organizing and practicing in legislation, administration and judiciary, to devote reforms and radical solutions guaranteed Results in facing corruption in the state.

Ce sujet traite de la propagation du phénomène de la corruption administrative et financière comme un fléau dévastateur. Cela a incité la communauté internationale d’intervenir et de parer à ses dangers rampants par tous les moyens disponibles. Dans ce contexte, j’ai essayé la vision islamique et ses perceptions et sa méthode pour affronter ce phénomène dans son concept holistique. En mettant l’accent sur les caractéristiques du fléau, en expliquant ses causes et en exposant les méthodes de prévention et les moyens pour y faire face, en utilisant les approches descriptives et analytiques
