المستخلص: الهدف الرئيس من الدراسة السعي في إمكانية دعم الآلية التنظيمية والاقتصادية لتنمية الأعمال في ليبيا والذي تم اقتراحه من قبل الباحثين. من خلال تطوير مجموعة من التدابير لتحديث أداء الهياكل التجارية والتي بدورها تعتمد على درجة صلاحية هذه الآلية للتفاعل بين المؤسسات والأعمال التجارية وبيئتها وقدرتها على تنسيق العمليات المتكاملة لزيادة مستوى الدعم لهذه العملية وتطوير التخطيط الاستراتيجي للأنشطة المبتكرة في ليبيا وقد تم استخدام أسلوب المنهج الاستقرائي علاوة على المنهج الوصفي التحليلي، كونه أكثر استخداما في دراسة الظواهر الاجتماعية والإنسانية نظرًا لملاءمته لطبيعة الدراسة. وتوصلت الدراسة إلى أن الضعف في الاقتصاد الليبي راجع إلى الضعف في الآلية التنظيمية وللنهوض بالاقتصاد الليبي وإنعاشه لابد من تغيير آليته التنظيمية القديمة أو تحديثها بما يتلاءم مع احتياجات العصر من خلال التطوير المبتكر للنظام الاجتماعي والاقتصادي والذي بدورهما سيعملان على تهيئة الظروف الملائمة للإبداع والابتكار وبالتالي سيتم بناء نظام إبداعي مبتكر وشامل يتم تنفيذه في الاتجاهات الرئيسية للانتقال باقتصاد الدولة وإنعاشه من مرحلة الركود إلى مرحلة الديمومة من خلال تحديث أداء الهياكل التجارية والتي تعتمد على درجة صلاحية هذه الآلية للتفاعل بين المؤسسات والأعمال التجارية وبيئتها وقدرتها على تنسيق العمليات المتكاملة لدعم الآلية التنظيمية والاقتصادية لتنمية الأعمال التجارية في ليبيا بالإضافة إلى تطوير التخطيط الاستراتيجي للأنشطة المبتكرة مع الأخذ باعتبار الاستخدام التام لقاعدة المعلومات وإحصاءات الدولة للاستفادة منها في معرفة احتياجات كل منطقة في ليبيا واحتياجاتها كذلك مراعاة خصائص المراحل التكنولوجية للتخطيط الاستراتيجي للتنمية المبتكرة في إنشاء منتجات مبتكرة فريدة من نوعها والتي من إنتاجها ستزيد من كفاءة النشاط الابتكاري في ليبيا والذي بدوره سينعش اقتصاد البلد. وخلصت الدراسة إلى التوصية باستخدام نموذج إدارة الأعمال المطور في عملية إنشاء اقتصاد ما بعد الصناعة في نظام إدارة المؤسسات الحديثة في مختلف دول العالم لتسريع عمليات ما بعد التصنيع على نطاق عالمي، كذلك ضرورة تنظيم ورش عمل ومؤتمرات متخصصة تهتم بتطبيق الآليات المطورة.

The main objective of the study is to seek the possibility of supporting the organizational and economic mechanism for business development in Libya, which was proposed by the researchers By developing a set of measures to modernize the performance of commercial structures, which in turn depends on the degree of validity of this mechanism for interaction between institutions and businesses and their environment and their ability to coordinate integrated operations to increase the level of support for this process and to develop strategic planning for innovative activities in Libya. Analytical, as it is more widely used in the study of social and human phenomena and due to its relevance to the nature of the study. The study concluded that the weakness in the Libyan economy is due to the weakness in the regulatory mechanism, and for the advancement and revival of the Libyan economy, its old regulatory mechanism must be changed or updated in line with the needs of the times through the innovative development of the social and economic system, which in turn will create the appropriate conditions for creativity and innovation, and thus a system will be built. Innovative, innovative and comprehensive implemented in the main directions of the transition of the country's economy and revival from the stage of stagnation to the stage of permanence through modernizing the performance of commercial structures, which depends on the degree of validity of this mechanism for interaction between institutions and businesses and their environment and their ability to coordinate integrated operations to support the organizational and economic mechanism for business development in Libya, in addition to developing strategic planning for innovative activities, taking into account the full use of the database and state statistics to benefit from them in knowing the needs and needs of each region in Libya, as well as taking into account the characteristics of the technological stages of strategic planning for innovative development in the creation of unique innovative products that with production will increase A hand of the efficiency of innovative activity in Libya, which in turn will revive the country's economy. The study concluded with a recommendation to use the developed business management model in the process of creating a post-industrial economy in the management system of modern enterprises in various countries of the world to accelerate post-industrial processes on a global scale, as well as the need to organize specialized workshops and conferences concerned with the application of the developed mechanisms.
