المستخلص: يهدف هذا البحث إلى التعرف على الكفاءة الإدارية في عهد عمر بن عبد العزيز رضي الله عنه، وبيان مفهوم الكفاءة الإدارية والإدارة في الإسلام، وكذلك مفهوم الفكر الإداري الإسلامي الكفاءة والأساليب المستعملة من أمير المؤمنين عمر بن عبد العزيز في تنمية الكفاءات الإدارية في الدولة الإسلامية، كما يتطرق إلى سياسة عمر في إدارة الدولة وتولية الولاة وتعيين القضاة، والأساليب المستخدمة منه في إصلاح الإدارة المالية. وتتمثل أهمية هذا البحث في تركيزه على أهمية معرفة الأساليب التي تنهض بها الدول وتتحقق المصالح وتسد أبواب المفاسد استرشادا بما قامت عليه الحضارة الإسلامية خاصة خلافة عمر بن عبد العزيز، وكذلك أهمية كشف جوانب القصور في الآليات المستخدمة لتنمية الكفاءات في واقعنا المعاصر. هذا وتوسل الباحث المنهج الوصفي الذي يعتمد على منهج الاستقراء والتحليل، وأيضا المنهج المقارن، مع عرض أساليب تنمية الكفاءات الإدارية في العصر الحديث وتحليلها. ومن خلال ما توصل البحث إليه من نتائج أوصى بمجموعة من التوصيات، واقترح مجموعة من الرسائل العلمية من خلال مضمون البحث.

The study aimed to identify administrative competence during the reign of Omar bin Abdul Aziz, may Allah be pleased with him. This research shows the concept of administrative competence and management in Islam, as well as the concept of Islamic administrative thought, competence, and methods used by the Emir of the Faithful Omar bin Abdul Aziz in the development of administrative competencies in the Islamic State. The study also touched on Omar's policy of state administration, the assumption of governors, the appointment of judges, and the methods used by him in reforming financial management. The importance of this research is represented by its focus on the importance of knowing the methods by which countries advance, achieve interests, and close the doors of corruption guided by what was founded on Islamic civilization, especially the caliphate of Omar bin Abdul Aziz. As well as the importance of exposing the shortcomings of the mechanisms used to develop competencies in our contemporary reality. The researcher followed the descriptive approach, which is based on the method of induction and analysis and on the comparative method, and the study presents and analyzes the methods of developing managerial competencies in the modern era. Through its findings, the study recommended a set of recommendations, and a set of scientific dissertations were proposed through the content of the study.

Kajian ini bertujuan untuk mengenal pasti kecekapan pentadbiran semasa pemerintahan Omar bin Abdul Aziz, semoga Allah merahmati beliau. Kajian ini menunjukkan konsep kecekapan dan pengurusan pentadbiran dalam Islam, serta konsep pemikiran pentadbiran Islam, kompetensi, dan kaedah yang digunakan oleh Emir Setia Omar bin Abdul Aziz dalam pembangunan kecekapan pentadbiran di Negara Islam. Kajian itu juga menyentuh dasar pentadbiran negara Omar, andaian gabenor, pelantikan hakim, dan kaedah yang digunakan olehnya dalam mereformasi pengurusan kewangan. Kepentingan penyelidikan ini diwakili oleh tumpuannya kepada kepentingan mengetahui kaedah-kaedah di mana negara maju, mencapai minat dan menutup pintu rasuah berpandukan apa yang diasaskan kepada tamadun Islam, terutamanya khalifah Omar bin Abdul Aziz. Serta kepentingan mendedahkan kelemahan mekanisme yang digunakan untuk membangunkan kecekapan dalam realiti kontemporari kita. Penyelidik mengikuti pendekatan deskriptif, yang berdasarkan kaedah induksi dan analisis dan juga kaedah perbandingan, dan kajian membentangkan dan menganalisis kaedah membangunkan kecekapan pengurusan dalam era moden. Melalui penemuannya, kajian itu mengesyorkan satu set cadangan, dan satu set disertasi saintifik dicadangkan melalui kandungan kajian.
