المستخلص: يهدف البحث الحالي إلى تعرف دور التخطيط الاستراتيجي في شؤون الدولة الإسلامية في الحضارة الإسلامية، وذلك من خلال دراسة مشكلة البحث وتحليلها المتمثلة في أن التخطيط الاستراتيجي في شؤون الدولة الإسلامية له بالغ الأثر في تحقيق الحضارة الإسلامية، وقد وقع الاختيار على فترة عمر بن الخطاب رضي الله عنه للاستفادة من استراتيجياته في فتح العراق ومصر، وفرضه الخراج على سواد العراق، وتقسيم الولايات، وتنظيم الدولة استراتيجيا وسياسيا، واستكشاف منهجه رضي الله عنه، وحليل استراتيجيته في نهي كبار الصحابة عن الزواج بالكتابيات، وبيان معالم التطوير الإداري الذي شمل تطوير القضاء والدواوين، والعدالة والشورى، ودوره في إدارة الأقاليم، وبيان الشروط التي اتبعها في تعيين الولاة والعمال، وبيان الاستفادة من نموذج الحضارة الإسلامية في زمن عمر بن الخطاب في الواقع المعاصر.

The present study aims to identify the role of strategic planning in the affairs of the Islamic State in Islamic civilization, through the study and analysis of the research problem of that strategic planning in the affairs of the Islamic State has a great impact on the achievement of Islamic civilization and has chosen the period of Omar ibn al-Khattab (may Allah be pleased with him) to benefit from his strategies in the conquest of Iraq and Egypt, his imposition of the abscess on the blackness of Iraq, the division of states, the organization of the state strategically and politically, the exploration of his approach- may Allah be pleased with him- and the analysis of his strategy in the senior companions forbade marriage with the Scriptures, the statement of the parameters of administrative development that included the development of the judiciary, the dawaween, justice and the Shura, its role in the administration of the provinces, the statement of the conditions it followed in appointing governors and workers, and the statement of the utilization of the model of Islamic civilization in the time of Omar ibn al-Khattab in contemporary reality.

Kajian ini bertujuan untuk mengenal pasti peranan perancangan strategik dalam hal ehwal Negara Islam dalam tamadun Islam, melalui kajian dan analisis masalah penyelidikan perancangan strategik itu dalam hal ehwal Negara Islam mempunyai kesan yang besar terhadap pencapaian tamadun Islam dan telah memilih tempoh Omar ibn al-Khattab (semoga Allah gembira dengannya) untuk mendapat manfaat daripada strateginya dalam penaklukan Iraq dan Mesir, pengenaannya terhadap kehitaman Iraq, pembahagian negara, organisasi negara secara strategik dan politik, penerokaan pendekatannya - semoga Allah gembira dengannya - dan analisis strateginya dalam Para sahabat kanan melarang perkahwinan dengan Kitab Suci, pernyataan parameter pembangunan pentadbiran yang merangkumi pembangunan badan kehakiman, dawaween, keadilan dan Syura, peranannya dalam pentadbiran wilayah-wilayah, pernyataan syarat-syarat yang diikuti dalam melantik gabenor dan pekerja, dan pernyataan penggunaan model tamadun Islam pada zaman Omar ibn al-Khattab dalam realiti kontemporari.
