المستخلص: يعد الفقر أحد المؤشرات التي تؤثر في بناء المجتمع وتطوره، وله أبعاده في التخلف الاقتصادي، والاجتماعي والصحي والأمني ويمثل مجموعة من الضغوط المعقدة التي يصعب معالجتها، خاصة إذا ما تركت تستأصل داخل ذلك المجتمع، لذلك جاءت هذه الدراسة عن النساء المستفيدات من شبكة الحماية الاجتماعية في صلاح الدين لعام ٢٠٢١، خاصة وإن هذه الشريحة تعاني كثيرا من المشكلات وازدادت بعد عام ٢٠١٤، إذ دمرت منازل قسم منهن ولم تحصل على أي تعويضات، وقسم منهم أصبحن أرامل بعد فقدان أزواجهم أو مطلقات ويضاعف معاناتهم أن لديهن أطفال يتراوح عددهم من طفل إلى أكثر من ستة أطفال، ومع الجهود المبذولة من قبل شبكة الحماية الاجتماعية وبحسب قدراتها على إعالة هذه الفئة إلا إنها لا زالت دون مستوى الطموح، لضخامة الأعداد التي تحتاج إلى مساعدة وخاصة بعد ارتفاع مستويات الفقر لهذا العام، كل هذا أضاف أعباء ومشكلات أخرى منها ارتفاع معدلات اليتم وتسرب الأطفال والتسول مع الأمراض لكبيرات السن، مما يستدعي دراسة هذه الظاهرة لوضع بعضن الحلول والمقترحات من أجل رفع مستوى رعايتهن وجعلهن نساء مساهمات في تنمية المحافظة واستقرارها الأمني والاجتماعي والاقتصادي، ولهذا جاءت هذه الدراسة لتكشف عن اهم المشكلات والصعوبات ومن الله التوفيق.

Poverty is one of the indicators that affect the building and development of society, and it has its dimensions in economic, social, health and security backwardness, and it represents a group of complex pressures that are difficult to treat, especially if it is left to be eradicated within that society. Therefore, this study came about women who benefit from the social protection network in Salah al- Din for the year 2021, especially since this segment suffers from many problems and increased after 2014, as the homes of some of them were destroyed and they did not receive any compensation, and some of them became widows after losing their husbands or divorced, and their suffering is compounded by the fact that they have children whose number ranges from one child to more than Six children, and with the efforts made by the social protection network and according to its capabilities to support this group, it is still below the level of ambition, due to the huge numbers that need help, especially after the high levels of poverty this year. All these added burdens and other problems, including high rates of orphanhood and dropouts. Children and beggary with diseases for elderly women, which requires a study of this phenomenon to develop some solutions and proposals in order to raise the level of care for them and make them women contributing to the development of the governorate and its security, social and other stability. Economic, and for this reason this study came to reveal the most important problems and difficulties, and God grant success.
