|a تناقش هذه الدراسة وجود عجز كبير في تعاطي مختلف مؤسسات النظام الدولي مع انتشار الأزمات الدولية وتعددها ومعالجتها من زاوية الأعراض والنتائج، وعدم بحثها عن أسباب وجذور هذه المشكلات. واعتمدت الدراسة منهج التحليل الشبكي من خلال البحث في فكرة العولمة ذاتها والمنطق الذي تقوم عليه والذي سهل انفجار الأزمات وانتشارها، وبحثت في الارتباطات القائمة بين كثرة الأزمات وانتشارها في النظام الدولية من جهة وطبيعة حوكمة هذا النظام من جهة ثانية، والوقوف عند الديناميكيات التي تحكم هذه الارتباطات. وخلصت الدراسة إلى أن هشاشة حوكمة النظام الدولي وضعفها الناتجة عن فوضوية النظام الدولي، وغياب سلطة دولية فوق الدول تضبط سلوك الدول وتنظمه، زاد انتشار الأزمات، والذي أدى بدوره إلى تعقيد إدارة العلاقات بين الفواعل الرئيسية في النظام الدولية وصعب فرص بناء قواعد ومعايير جديدة تنظم العلاقات بينها.
|b This study discusses the existence of a significant deficit in the various institutions of the international system dealing with the spread and multiplicity of international crises. To deal with them from the angle of symptoms and results and not look for the causes and roots of these problems. The study adopted the network analysis approach by examining the idea of globalization itself and the logic on which it is based, which facilitated the outbreak and spread of crises. The study concluded that the fragility and weakness of the governance of the international system resulting from the chaos of the international system, and the absence of an international authority over states that control and regulate the behavior of states increased the spread of crises. Moreover, it led to the complexity of managing relations between the main actors in the international system and challenging opportunities to build new rules and standards that regulate relations between them.
