لقد تناول الباحثون هذه القضية من زوايا مختلفة، وقدموا حلولا إجرائية متعددة للحد من خطورة الآثار المترتبة على الإخلال بالأمن المائي، إلا أن هناك جانبا رئيسا لابد من إبرازه وتسليط الضوء عليه، وذلك لأثره البالغ في التوعية والتوجيه والمعالجة وهو ما ورد في كتاب الله تعالى وفي سنة النبي المصطفى صلى الله عليه وسلم، ومع أن القرآن العظيم تناول موضوع الماء في ثلاثة وستين موضعا، وتعددت معانيه في مواضع شتى: فجاءت بمعنى الغيث، والمطر، والبحار، والأنهار، وغيرها، وتنوعت أنواع الماء في القرآن لأكثر من ثلاثة وعشرين نوعا، وذلك لأهميته القصوى، إلا أنني سأقتصر في بحثي على ما ورد في السنة النبوية لتحقيق الأمن المائي، الذي به حياة الإنسان وسائر الأحياء من الحيوان والنبات. ونسعى في هذ ا البحث لبيان ما ورد في السنة وفقه الأحاديث، من بيان ذلك، وعنيت بذكر ما يتعلق به من أهميته في الحياة، وما ورد في بذله للناس وحمايته من التلوث والإفساد، والحث على ذلك لأن فيه حياتهم، وذكر ما ورد من أحكام تبين أن فضل الماء مشاع بين الناس، وأنه لا يجوز احتكاره، وأن الناس شركاء فيه، وكذلك ما ورد من النصوص في الحث على نفع الناس به في أنفسهم وبهائمهم وزروعهم، وما ورد في العناية بالماء والمحافظة على نظافته وطهارته وعدم الإسراف فيه، وما ورد من النصوص في استعماله وأحكام ذلك من التنفس والشرب المباشر ونحوه، وكل هذه الأمور تصب في هدف واحد هو أن الحياة تقوم على الماء وأن نصوص الشريعة عنيت به كل هذه العناية لتوقف حياة الأحياء عليه.
The researchers have dealt with this issue from different angles, and presented multiple procedural solutions to reduce the seriousness of the consequences of violating water security, but there is a main aspect that must be highlighted and shed light on, due to its great impact on awareness, guidance and treatment, which is mentioned in the Book of God Almighty And in the Sunnah of the Prophet, may God’s prayers and peace be upon him, and although the Great Qur’an dealt with the subject of water in sixty- three places, and its meanings varied in various places: it came in the sense of rain, seas, rivers, and others, and the types of water in the Qur’an varied to more than twenty-three types, This is because of its utmost importance, but I will limit my research to what was mentioned in the Prophetic Sunnah to achieve water security, which includes human life and all other living things, including animals and plants. And we seek in this research to clarify what was mentioned in the Sunnah and the jurisprudence of hadiths, from explaining that, and I meant to mention what is related to it of its importance in life, and what was mentioned in giving it to people and protecting it from pollution and corruption, and urging that because it includes their lives, and mentioned the provisions that came to show that The virtue of water is common among people, and that it is not permissible to monopolize it, and that people are partners in it, as well as the texts that urge people to benefit from it for themselves, their animals and their crops, and what is mentioned in the care of water and maintaining its cleanliness and purity and not being extravagant in it, and the texts contained in Its use and the provisions of that, such as breathing, direct drinking, and the like, and all of these matters fall into one goal, which is that life is based on water, and that the texts of the Sharia have been concerned with all this care to stop the life of the living on it.
