على الرغم من أهمية مجانية التعليم، باعتبار أن التعليم حق إنساني وضرورة مجتمعية لا غني عنها للنهوض بالمجتمع، واستثمارا تقوم به الدولة؛ لتحقيق العدل التربوي وتكافؤ الفرص التعليمية والاستفادة من قدرات أبنائها كافة، بغض النظر عن إمكاناتهم المالية، لكي يحصل كل فرد على ذلك الحق يتطلب الأمر ضرورة ألا تقف الظروف الاقتصادية والاجتماعية دون حصوله على هذا الحق خاصة في مراحله الأولى، وهو ما يتم من خلال ما أطلق عليه مجانية التعليم، فإن الواقع المعاش وبعد أكثر من سبعين عاما، ينضح بأفكار وآراء تؤمن بأن المجانية هي السبب المباشر في تدنى مستوى التعليم، وتدعو إلى ضرورة إلغائها وإعادة النظر فيها أو ما اطلقوا عليها ترشيدها، بل وصل الأمر إلى اعتباره - وفق تصريحات السيد الوزير- ظلما اجتماعيا وليست عدالة اجتماعي. الورقة الحالية تسعى إلى مناقشة تلك القضية والجدل حولها من خلال تناول النقاط التالي: 1-أهمية وضرورة مجانية التعليم في مصر اجتماعيا وتربويا، ومخاطر التراجع عنها. 2-خرافة مسئولية المجانية عن تدهور وتدنى التعليم. 3-دور مجانية التعليم في تحقيق تكافؤ الفرص التعليمية والعدل التربوي.
In spite of the importance of free education, considering that education is a human right and a social necessity indispensable to the advancement of society and investment by the State; to achieve educational justice and equal educational opportunities and benefit from the capabilities of all its children, regardless of their financial potential, so that everyone gets that right It is necessary that economic and social conditions do not prevent this right, especially in its early stages. This is achieved through the so-called free education. The reality of the pension, after more than seventy years, gives rise to ideas and opinions that believe that free is the direct cause of the low level. Education, And calls for the need to cancel or reconsider or what they called rationalization, but it came to be considered- according to statements by the Minister- social injustice and not social justice. The present paper seeks to discuss this issue and debate around it by addressing the following points: 1- The importance and necessity of free education in Egypt socially and educationally, and the risk of retreating. 2- myth of responsibility for free from the deterioration and low education. 3- The role of free education in the equalization of educational opportunities and educational justice.
