شهدت مصر والعالم جائحة فيروس كورونا (COVID-19) وكان لهذه الجائحة العديد من التداعيات السلبية على كافة الأصعدة الاقتصادية والاجتماعية والصحية وقد عمدت الدولة إلى اتخاذ مجموعة من الإجراءات والتدابير اللازمة لمواجهة هذه الجائحة والحد من تداعياتها، وتعتبر مواقع التواصل الاجتماعي الأكثر انتشارا على شبكة الإنترنت، لما تمتلكه من خصائص تميزها عن غيرها، مما شجع متصفحي الإنترنت على الإقبال المتزايد عليها، وهي من أهم الأشياء التي اقتحمت الحياة اليومية للأفراد، حتى أصبحت جزء لا يتجزأ من احتياجات الإنسان الضرورية، بسبب ما لها من مردود فعال في تسهيل حياة الفرد خاصة، والمجتمع بشكل عام، ففي الواقع نعيش عصر جديد من التطور في عالم الاتصالات تعج فيه التقنية الحديثة. وباتت المواقع الإلكترونية، إحدى الأدوات التي يتم استخدامها بشكل سلبي في نشر الشائعات، بدليل أن معدلات انتشار الشائعات تتناسب طرديا مع التقدم في تكنولوجيا الاتصال وانتشار مواقع التواصل الاجتماعي بين أفراد المجتمع، حيث يلجأ مستخدمو هذه المواقع في التخفي أو من خلال هويات غير حقيقية في نشر بعض الأخبار الكاذبة، التي تجد رواجا لدى كثيرين، وخاصة إذا ما تم الأخذ في الاعتبار هنا أن سيكولوجية الشائعات تشير إلى انتفاء الفوارق الثقافية بين المتلقين عند تداول الشائعة، والتعاطي معها في أحيان كثيرة، والخطير في الأمر أن الشائعات تنتشر هذه الأيام بسهولة، ليس لتنامي مستخدمي المواقع الإلكترونية فقط، وإنما لأن الأحداث والتطورات المتصاعدة التي تشهدها المنطقة من حولنا تجعل من الأكاذيب بيئة خصبة للنمو والتكاثر أيضا، خاصة إذا كانت هذه النوعية من الشائعات تستهدف رجال السياسة والإعلام، والشائعات حول الأمراض والأوبئة ولاسيما الشائعات حول فيروس كورونا، وغيرها من القضايا التي لا تنفصل عن الأمور الحياتية لأفراد المجتمع ولها تأثير على الأمن القومي، الأمر الذي يستوجب مواجهتها بكل حسم. خطة البحث: تتكون من مبحث تمهيدي وثلاثة مباحث على النحو التالي: المبحث التمهيدي: مفهوم الشائعات. المبحث الأول: ماهية فيروس كورونا والحماية القضائية والتشريعية من آثاره. المبحث الثاني: مفهوم مواقع التواصل الاجتماعي ودورها في نشر الشائعات حول فيروس كورونا. المبحث الثالث: تجريم نشر الشائعات حول فيروس كورونا في الشريعة الإسلامية والقانون الوضعي.
