520 |a شكلت الرقابة الإدارية والمعبر عنها عادة في مجال الفقه القانوني الإداري برقابة الوصاية. لازمة وأساس لقيام وبناء التنظيم الإداري في الدولة. وهي بهذه الصفة تطرح إشكالية في مجال تسيير وتدبير الشأن العام بحيث ينظر لها من ناحية تجسيد سلطة الدولة على أنها آلية ورابطة تكرس عدم الإستقلال التام للجماعات الإقليمية حتى مع تبني نظام اللامركزية الإدارية. في حين يرى فيها دعاة مبدأ حرية الإدارة للجماعات الإقليمية أو المحلية كابحًا ومعرقلًا أحيانًا لتلك الحرية. وهي المعادلة التي حاول المقال معالجتها أن من زاوية تشخيص أسباب الظاهرة أو من زاوية البحث عن سبل وإمكانات التوفيق بين عناصرها خدمة للمصلحة العامة وتحقيقًا للحكم الراشد وهو غاية وفلسفة كل تنظيم إداري.  |b Administrative control, which is usually expressed in the field of administrative jurisprudence with guardianship control, was a necessary and basis for establishing and building the administrative organization in the state.
