|a أدى التزايد الكبير للمتطلبات المختلفة للدولة إلى بذل مزيد من الجهود جاعلة من اللامركزية الخيار الأنسب لتنظيم شؤون المجتمع، بل أن الرهان عليها أضحى أكثر من ضرورة في مراحل التنمية التي تعد من المسائل السياسية العامة للبلدان، وأمام هذا التزايد الذي قابله ازدياد وظائف الدولة على المستوى المركزي، تم إسناد إدارة المرافق المحلية إلى سلطات منتخبة محليا التي أوكل لها دور هام في مجالات التنمية المحلية، إذ تترجم بها المجالس المنتخبة برامجها السياسية إلى واقع ملموس، حيث أوجبت المنظومة القانونية للجماعات المحلية بالتمتع بالشخصية المعنوية والاستقلال الإداري يوجب لها الاعتراف بالاستقلال المالي أو الذمة المالية المستقلة، ويتطلب هذا الاستقلال توفير موارد مالية خاصة للإدارة المحلية حتى تكون قادرة على تنفيذ مختلف البرامج التنموية في مجال اختصاصها ومن تم إشباع حاجيات المواطنين ومواكبة مجالات التنمية، ولا يكون تنفيذ البرامج التنموية وفق التشريع إلا إذا توفرت موارد مالية كافية مع موارد بشرية قوية.
|b The growing numbers of the different demands of the country has led to more efforts for the service of its communities making the decentralisation the best choice for organising social matters in various fields. More importantly, it has become a huge necessity in the process of development which is a general political matter for countries. And with this growth that is facing an augmentation in the state's functions on the central level, the adminstration of the local facilities has been assigned to locally elected officials, or in general terms local group, that have a crucial role in local development. In this case, the elected counsels translate their political programs to reality in which the legal organisation has obliged the local groups to have symbolic personalities and administrative independence that guarantees its confession of financial independence. This later demands special financial resources that are special for the local administration so that it is capable of applying the various developmental programs in their fields of expertise then satisfying the needs of the citizens and going with the fields of development Key words: local groups, financial deficiency, development requirements.
