|a يحظى موضوع التكوين والتعليم في الوقت الحالي بأهمية كبيرة ومتنامية، لما له من ضرورة في تأهيل العنصر البشري لسوق العمل، والذي يلبي حاجات التنمية الاقتصادية والاجتماعية، لذا فإن إشكالية الدراسة تبحث في السبل الكفيلة التي تجعل من العنصر البشري عنصرًا فعالًا في صيرورة التنمية، وقطع الطريق عنه قبل أن يتحول إلى آفة مجتمعية، وعليه تقوم فرضيات الدراسة على أن التعليم والتدريب عوامل ضرورية لتحقيق التنمية الاقتصادية من خلال القيم المضافة التي يمكن أن يقدمها ما يسمى برأس المال البشري. ولأجل الوصول إلى تلك الإجابات التي تطابق إشكالية الدراسة، وتحقق صحة فرضياتها اعتمدنا على المنهج الوصفي بتوظيف طريقتي التحليل والتركيب في دراسة حيثيات البحث المختلفة، وقد خلصت الدراسة إلى أن لقطاع التكوين والتعليم المهنيين مسؤولية كبيرة في تحقيق ذلك شريطة مزامنة مدونة الفروع والتخصصات لمقتضيات التطورات العلمية والتكنولوجية ومتطلبات سوق العمل.
|b The topic of training and education at time gets great and growing importance because of its necessity in qualifying the human element for the labour market, which meets the needs of economic and social development. Therefore, the problematic of the study is looking at ways to make the human element an effective element in the process of development and cut off the road from it before it turns into a social evil. Accordingly, the study hypotheses are based on that education and training are necessary factors to achieve economic development through the added values that can be provided by the human capital. In order to answer the problematic of the study and verify the validity of its hypotheses, we relied on the descriptive approach by employing the methods of analysis and synthesis in the study of the different research rationales. The study concluded that the vocational training and education sector has a great responsibility in achieving this, if the code of branches and specializations is synchronized with the requirements of scientific and technological developments and the requirements of the labour market.
