المستخلص: تعد الإعاقة أحد أهم المشكلات الاجتماعية ليس فقط على المستوى القومي بل على المستوى العالمي لما لها من انعكاسات اجتماعية واقتصادية تؤثر على التنمية بشكل عام، ونظرا لزيادة حجم السكان المعاقين على مستوى الجمهورية وضرورة مساعدتهم للتغلب على مشاكل الإعاقة أو التعايش معها كحد أدنى من حقوق الإنسان كان لابد من الاهتمام بهذه الفئة من السكان لأنهم جزءا من المجتمع. وقد جاءت الدراسة في ستة عناصر تناول الأول مفهوم الإعاقة وأنواعها وأسبابها، بينما تناول الثاني تطور حجم السكان المعاقين ونموهم وتوزيعهم الجغرافي في جمهورية مصر العربية، وركز الثالث على دراسة تطور حجم السكان المعاقين ونموهم وتوزيعهم الجغرافي في محافظة الغربية، وعرض الرابع خصائص السكان المعاقين في محافظة الغربية، وناقش الخامس الخدمات التأهيلية المقدمة للسكان المعاقين، وخصص السادس لدراسة أهم مشكلات السكان المعاقين في جمهورية مصر العربية والتي تتمثل في الأمية والبطالة وانخفاض مستوى الدخل والمشكلات المتعلقة بالمسكن، إضافة إلى المشكلات النفسية وعدم القدرة على التفاعل والتكيف مع المجتمع والمشكلات الخاصة بالعلاج وغيرها.

Disability is considered as one of the main issues affecting communities, at both local and global levels. This is attributed to its negative effects on the development in general. Due to the increase in the number of the disabled population across the Arab Republic of Egypt, there has been an urgency to provide care for this group of people. They are part of the community and are ought to have a prospered life. Such life should be provided to them by the community under international agreements and the humanitarian rights. The current study deals with six elements. The first element deals with the concept of disability, its types and causes. The second element deals with the increase in the number of the disabled population, their growth and their demographic distribution in the Republic. The third element focused on studying the increase and the demographic distribution in Gharbia governorate. The fourth element presented the characteristics of the disabled population in Gharbia governorate. The fifth element discussed the rehabitational services provided to the disabled population. The sixth element was designated to study the main issues related to the disabled population in the Arab Republic of Egypt which include illiteracy, unemployment, low- income and issues related to housing. In addition, other issues such as the psychological problems, their inability to interaction and adopt with society, treatment - related issues and other issues.
