520 |a يعد تحقيق التعايش السلمي في العلاقات الدولية الهدف الرئيس لإنشاء الأمم المتحدة، فقد نص ميثاق الأمم المتحدة في ديباجته على الغاية الرئيسة من إنشاء الأمم المتحدة، وهي حفظ السلم والأمن الدوليين. وبناء على ذلك فقد أوكل ميثاق الأمم المتحدة مهمة حفظ السلم والأمن الدوليين إلى مجلس الأمن، وأعطى له العديد من السلطات والصلاحيات التي لم تمنح لجهاز آخر، أهمها: حل النزاعات الدولية بالطرق السلمية بموجب الفصل السادس، وحفظ السلم والأمن الدوليين بموجب الفصل السابع من الميثاق. ورغم كل هذه السلطات فإن مجلس الأمن قد أخفق في تحقيق التعايش السلمي، كان آخر هذه الإخفاقات تعامله مع الحرب الروسية الأوكرانية؛ فلم يكن له أي دور فعال في اتخاذ إجراءات تمنع أو توقف هذه الحرب. ويهدف هذا البحث إلى بيان مفهوم التعايش السلمي وأساسه في القانون الدولي العام، وبيان سلطات مجلس الأمن بموجب الفصلين السادس والسابع من الميثاق، وبيان المعوقات التي حالت دون تحقيق مجلس الأمن للتعايش السلمي. وبيان أسباب الحرب الروسية الأوكرانية وتكييفها ودور مجلس الأمن في هذه الحرب. وكان من نتائج هذا البحث أن مجلس الأمن رغم تمتعه بكل هذه السلطات فإنه لم يحقق التعايش السلمي، ويرجع السبب في ذلك لمجموعة من المعوقات القانونية والسياسية والواقعية والمادية. ثم جاءت الحرب الروسية الأوكرانية لتؤكد وتدلل على عدم فاعلية مجلس الأمن في التعامل مع النزاعات الدولية عندما يكون أحد أطرافها إحدى الدول دائمة العضوية في مجلس الأمن؛ بسب ما تملكه هذه الدول من حق الفيتو، وعضوية دائمة داخل مجلس الأمن، مما يجعل الأخذ باقتراحات إصلاح المجلس ضرورة حتمية الآن، وإلا قامت حرب عالمية ثالثة.  |b Achieving peaceful coexistence in international relations is the main objective of the establishment of the United Nations. The Charter of the United Nations stipulated in its preamble the main purpose of the establishment of the United Nations, which is the maintenance of international peace and security. Accordingly, the Charter of the United Nations entrusted the task of maintaining international peace and security to the Security Council, and gave it many powers and authorities that were not granted to another body or, the most important of which are: resolving international disputes by peaceful means under Chapter VI, and maintaining international peace and security under Chapter VII of the Charter. Despite all these powers, the Security Council has failed to achieve peaceful coexistence. The last of these failures was its handling of the Russian-Ukrainian war. It had no effective role in taking measures to prevent or stop this war. This research aims to clarify the concept of peaceful coexistence and its basis in public international law, and to clarify the powers of the Security Council under Chapters VI and VII of the Charter, and to clarify the obstacles that prevented the Security Council from achieving peaceful coexistence as well as explaining the causes of the Russian-Ukrainian war, its adaptation and the role of the Security Council in this war. One of the results of this research was that although the Security Council enjoys all these powers, it did not achieve peaceful coexistence. The reason for that is due to a group of legal, political, realistic and material obstacles. Then the Russian-Ukrainian war came to confirm and demonstrate the ineffectiveness of the Security Council in dealing with international conflicts when one of the parties is one of the permanent members of the Security Council because these countries possess the right of Veto. The latter obstacle makes the adoption of proposals to reform the Council as an inevitable necessity nowadays, otherwise a third world war will break out.
