|a أصبح موضوع الدولة الفاشلة أحد القضايا الأمنية التي من شأنها التأثير على مجرى العلاقات الدولية، وتعتبر الحالة الليبية مثال لفشل الدولة منذ الحراك السياسي الذي مس بعض دول جنوب المتوسط أواخر سنة 2010، وتأثير ذلك الفشل على الأمن والاستقرار داخل ليبيا. تشهد الساحة السياسية الليبية حالة من عدم الاستقرار، فإلى غاية يومنا هذا لا تزال ليبيا تمر بمراحل مختلفة من الانتقال السياسي بتبعاته الأمنية والاقتصادية المختلفة، وقد وصلت حالة اللاإستقرار السياسي والأمني فيها لدرجة الحرب الأهلية بين تحالفين متنازعين أحدهما في الشرق والآخر في الغرب وبينهما فصائل الجنوب التي ترتبط بهذا التحالف أو ذاك. عاشت ليبيا ولا زالت تعيش الآثار الوخيمة للصراعات بين مختلف الميليشيات والتنظيمات للعديد من السنوات، حيث ورثت العديد من التحديات التي تحولت إلى أزمات استعصى حلها، خصوصا ما أرتبط بآليات ومسار بناء الدولة ومؤسساتها، وذلك راجع إلى العديد من العوامل التي تمحورت أساسا في غياب الأمن والاستقرار السياسي لمؤسسات الدولة، حيث أصبحت الدولة محل نزاع بسبب تراجع وانعدام مؤشرات شرعية السلطة.
|b :The question of the failed state has become one of the security issues that will affect the course of international relations. The Libyan case is an example of state failure since the political movement that affected certain countries in the south of the Mediterranean at the end of 2010, and the impact of this failure on security and stability inside Libya. The Libyan political arena is in a state of instability. To date, Libya is still going through different stages of political transition with its various security and economic consequences. The state of political and security instability within it has reached the point of civil war between two warring alliances, one in the east and the other in the west, and between them are the southern factions linked to this or that alliance. Libya has lived and still lives the harmful effects of conflicts between various militias and organizations for many years, because it inherited many challenges that turned into insoluble crises, especially those related to the mechanisms and the path of construction of the state and its institutions, due to many factors centered mainly on the absence of security and stability Political institutions of the state, where the state has become contested due to decline and lack of indicators of the legitimacy of authority.
