|a بهدف مساعدة المختصين والمشتغلين، والباحثين في شؤون مكافحة الإرهاب ومنع الجريمة، على فهم الظروف، والملابسات، والدوافع التي تدفع بالإنسان نحو الانحراف وارتكاب الجرائم، والجرائم الإرهابية، فضلا عن مساعدتهم على فهم طرق وآليات التصدي والمواجهة، من خلال فهم الأحكام التي تتضمنها الاتفاقيات والصكوك الدولية، وصياغة تشريعات ونصوص قانونية جديدة طبقا للالتزامات والمواثيق الدولية، وتعزيز التعاون المجتمعي في مجال مكافحة الإرهاب، والوقاية من الجريمة، نسعى لصياغة ووضع عدداً من آليات التمكين الوقائي في المسائل الجنائية لمكافحة الإرهاب. ليستفيد المختصين فائدة فعالة وسريعة من تدابير التعاون المجتمعي في مجالات الحماية المجتمعية من خطر الإرهاب والجرائم الجنائية، من قبيل المساعدة في فهم أسباب ودوافع الظاهرة والفعل الإجرامي، ومجالات التبادل والمساعدة القانونية، ولإسداء نصائح عملية إليهم بشأن ما يمكن أن يعترض سبيلهم من قضايا وما يقف أمامهم من عقبات، لعل في مقدمتها قصور الفهم لماهية الجريمة والفعل الإرهابي.

Among the obstacles, perhaps foremost among them is the lack of understanding of the nature of crime and terrorist act.
