المستخلص: إن ورش إصلاح اختلالات الإدارة المغربية وتعزيز نجاعة أدائها وتأهيل مواردها -البشرية- وإعادة الثقة بينها وبين المرتفق (عبر الانفتاح وتطوير الخدمات وتيسير الحصول على المعلومات). يعد من أهم أولويات كل حكومة هادفة إلى الارتقاء بمستوى أداء الإدارة العمومية وقدراتها التدبيرية لتكون في خدمة المرتفق وراعية للمرفق العام والمصلحة العامة. ويظهر جليا من خلال هذه الدراسة أن تفعيل ونجاح هذا الورش يتطلب تظافر جهود مختلف الفاعلين داخل المجتمع، ابتداء من السلطة التشريعية من خلال وضع مقتضيات قانونية لضبط وتأطير مجموعة من التصرفات والواجبات والحقوق في هذا المجال، مروراً بالسلطة التنفيذية-الإدارة- وكذا المؤسسات الدستورية مؤسسات الحكامة- ثم المرتفق.

The reform of the inefficiencies of the Moroccan administration and the improvement of its performance, as well as the development of its human resources while strengthening the trust between it and the citizens (through openness, development of services and assistance in accessing information), are major concerns of every government aiming at improving the performance of the public administration, with a view to serving the citizens and preventing the loss of public spaces and property. It is evident from this study that the implementation and success of this reform requires the combined efforts of various actors within society, starting with the legislative authority through the development of legal requirements to control and frame a set of actions, duties and rights in this area, through the executive branch – the administration - as well as the constitutional institutions - the institutions of governance - and then the citizens.
