|a تحيل السياسات الاجتماعية إلى تدخل الفاعلين العموميين في المجال الاجتماعي المتعدد المحاور (التعليم- الصحة- الإدماج- السكن....) وبذلك فالحديث عن بدايات السياسات الاجتماعية بالمغرب، يرتبط بالضرورة بتلك اللحظة التي لم تعد خلالها شبكات التضامن التقليدية ذات المرجعية الدينية والاجتماعية والمهنية والعائلية قادرة على تدبير مجال اجتماعي أصبح يبدو أكثر تعقيدا وصعوبة. إن الوقوف عند تجربة المغرب في هذا الميدان، يقتضي جرد أهم المؤسسات والبرامج الاجتماعية التي انخرط فيها المغرب بعد الاستقلال وذلك يهدف الخروج بخلاصات حول مقاربة المغرب للمسألة الاجتماعية، وتلمسن حدود انخراطه في صياغة سياسية اجتماعية حقيقية تخضع للشروط الموضوعية لبناء سياسة اجتماعية، وتتوخى الوصول إلى فلسفة اجتماعية يكون محورها هو الإنسان.
