المستخلص: على الرغم من المحاولات الفردية التي تسعى لها بعض البلديات في الدولة الليبية للاستفادة من التطورات السريعة في تقنية المعلومات، وخاصة نظم المعلومات المكانية (GIS) وذلك لتحسين أدائها وزيادة فعاليتها، إلا أنها تظل مبادرات فردية لا ترقى إلى دعم العمليات المؤسسية الشاملة، وقد أدى ذلك إلى إنتاج تطبيقات محدودة بقواعد بيانات معزولة، حيث أنه من الواضح أن البلديات تفتقر إلى إطار عمل شامل لتوجيهها من خلال بناء حلول تقنية موثوقة وشاملة معتمدة على بنية تحتية وطنية للبيانات المكانية. نظرا لأن البلديات عموما تشترك فيما بينها في العديد من القواسم المشتركة - لا سيما فيما يتعلق بالمهام والأعمال والهياكل الإدارية التنظيمية - فمن البديهي أن وجود إطار تنظيمي شامل ضروري لمساعدتها على تطوير حلول تقنية المعلومات بشكل عام وتطبيقات نظم المعلومات المكانية بشكل خاص، وذلك لأن غالبية القرارات البلدية تكون موجهة على أساس مكاني. يناقش الباحث في هذه الورقة البحثية مسألة إيجاد إطار عمل شامل لنظم المعلومات المكانية واعتمادها كأداة لدعم منظومة العمل بالبلديات؛ بحيث يؤكد هذا الإطار على متطلبات المؤسسات البلدية التي توفرها هذه المنظومة بالتكامل مع التقنيات الأخرى ذات العلاقة، كما تدرس هذه الورقة البحثية قضايا البيانات بالدولة الليبية من حيث المصادر والمشاركة والإدارة بهدف إنشاء نموذج موحد للبيانات المكانية الخاصة بالبلديات؛ واعتماده كأساس لاستكمال تنفيذ مشروع البنية التحتية الوطنية للبيانات المكانية. وأخيرا تشير هذه الورقة البحثية إلى أوجه التشابه بين البلديات الليبية؛ مما يؤكد أن تطبيقات نظم المعلومات المكانية وتقنية المعلومات يمكن أن تكون أكثر جدوى وفاعلية من خلال الشراكة بين البلديات.

Despite the individual attempts that some municipalities in the Libyan state seek to take advantage of the rapid developments in information technology, especially spatial information systems (GIS), in order to improve their performance and increase their effectiveness, they remain individual initiatives that do not amount to supporting comprehensive institutional operations, and this has led to Production of applications is limited to isolated databases, as it is clear that municipalities lack a comprehensive framework to guide them through building reliable and comprehensive technology solutions based on a national spatial data infrastructure. Given that municipalities generally share many common denominators with each other- especially with regard to tasks, businesses and organizational administrative structures- it is obvious that a comprehensive regulatory framework is necessary to help them develop information technology solutions in general and applications of spatial information systems in particular, because the majority of decisions The municipality is spatially oriented. In this research paper, the researcher discusses the issue of finding a comprehensive framework for spatial information systems and adopting them as a tool to support the municipal work system. So that this framework emphasizes the requirements of municipal institutions provided by this system in integration with other related technologies. This research paper also studies data issues in the Libyan state in terms of sources, participation and management with the aim of creating a unified model for spatial data for municipalities and adopting it as a base for completing the implementation of the national spatial data infrastructure project. Finally, this paper points out the similarities between the Libyan municipalities; This confirms that applications of spatial information systems and information technology can be more feasible and effective through partnership between municipalities.
