المستخلص: تعاقب على حكم بلاد المغرب الأوسط عددا من الحكام عبر تاريخه في العصر الوسيط وكل منهم تميز بسيرة أو إنجاز خلده التاريخ؛ وعلى ضوء المصادر التاريخية نستشف من سيّرهم مدى حنكتهم السياسية والعسكرية ...لكن قلما وجدنا حاكما جمع بين خصال عدة أهلته أن يكون حاكما سياسيا وقائدا عسكريا ومسيرا راشدا وعالما فذا وأديبا شاعرا بارعا أرسى قواعد نهضة علمية لاتزال ثمارها نافعة لحد الساعة. ويضاف إلى ذلك مآثرهم العمرانية وإنجازهم الحواضر العلمية المستقطبة لطلبة العلم والعلماء ومن أهمها حاضرتي "بجاية" و "تلمسان" الماثلتان لحد الآن تشهدا لمؤسسهما وحكامهما على شغفهم وتشجيعهم للعلم والعلماء، رغم انشغالاتهم ومعاناتهم من أزمات سياسية واقتصادية. و لذا تهدف هذه الدراسة إلى إثبات أن الأزمات لم تقف عائقا للمجتمع أمام همة و إرادة و طموح حكام علماء أنجبتهم بلاد المغرب الأوسط -الجزائر حاليا-؛ و لذا ننتقي نماذج منهم من دولة بني الزيان و المتمثلة في شخصية " يغمراسن بن زيان" و "أبي حمو موسى الثاني " السلطان العالم الأديب اعترافا بمآثرهم العلمية و الفكرية و العمرانية.

A number of rulers in the Middle Ages ruled the Middle Maghreb throughout its history, and each of them was distinguished by a biography or achievement immortalized by history. In the light of the historical sources, we can discern from their biography the extent of their political and military sophistication ... but we rarely found a ruler who combined several qualities that qualified him to be a political ruler, a military leader, a wise path, an outstanding scholar, a writer and a brilliant poet who laid the foundations of a scientific renaissance whose fruits are still beneficial to the extent the hour. In addition to this, their urban exploits and their achievement in the scientific metropolis that attract students and scholars, the most important of which are the two metropolises of “Bejaia” and “Tlemcen”, which are present so far, testify to their founder and rulers of their passion and encouragement for science and scientists, despite their preoccupations and suffering from political and economic crises. Therefore, this study aims to prove that crises did not stand in the way of society in front of the determination, will and ambition of rulers of scholars who were born in the countries of the Middle Maghreb - Algeria now -; Therefore, we select examples of them from the state of Bani al-Zayan, which is represented by the personality of “Yaghmrasin bin Zayan” and “Abu Hamu Musa II,” the sultan, the scholar and writer, in recognition of their scientific, intellectual and urban exploits.
