المستخلص: تعد شبكة الإنترنت مصدراً مهماً للمعلومات، حيث يلجأ إليها جميع البشر في مختلف الفئات والتخصصات للحصول على المعلومات من خلال زيارتهم للمواقع المتوفرة على الشبكة، وهذا ما دفع مختلف المؤسسات والمنظمات والهيئات والوزارات وغيرها من المؤسسات إلى توظيف إمكاناتها لتوفير موقع الكتروني جيد يتم تقديم الخدمات من خلاله، وباعتبار دراستنا الحالية هي عن المواقع الإلكترونية التابعة لوزارات الخارجية في الشرق الأوسط فتناولت الدراسة عملية تحليل وتقويم للمواقع بحيث شملت عملية التقويم جميع المعلومات عن الموقع ومحتواه والهيكل العام والمعايير الفنية الخاصة به، ولتحقيق أهداف الدراسة تم الاعتماد على (المنهج الوصفي التحليلي) كونه يعد من أكثر المناهج البحثية الملائمة لدراسة الموقع وتحليله وهنا كشفت الدراسة عن عدد من النتائج بخصوص المواقع (عينة الدراسة) كان من أهمها أن كفاءة المواقع الإلكترونية (عينة الدراسة) تتدرج من المستوى الجيد إلى المستوى الممتاز، فاحتل مرتبة الجيد موقع وزارة الخارجية اليمنية بنسبة (59%) وحسب اليكسا (1335770)، أما مرتبة الجيد جدا موقع وزارة الخارجية السورية بنسبة (73.3%) وحسب اليكسا (592066)، أما مرتبة الممتاز فكانت من نصيب موقع وزارة الخارجية العراقية بنسبة (81.7%) وحسب اليكسا (81405)، وقد توصلت الدراسة لمجموعة من المقترحات كان من أهمها، اقتراح التحول الرقمي بشكل كامل لجميع الوثائق والثبوتيات وإمكانية دفع الرسوم الكترونيا أيضا مما يساهم في تسهيل المعاملات وإصدارها لجميع المستفيدين بشكل سريع وسهل، وضرورة دعم المواقع (عينة الدراسة) لعدة لغات ويكون مستوى دعمها للغات الأخرى جيد وعدم اقتصارها على اللغة العربية فقط.

The Internet is an important source of information, as all people in different categories and disciplines resort to it to obtain information by visiting the sites available on the network, and this is what prompted various institutions, organizations, agencies, ministries and other institutions to employ their capabilities to provide a good website through which services are provided, Considering that our current study is about the websites of the Ministries of Foreign Affairs in the Middle East, the study dealt with the process of analyzing and evaluating the sites so that the evaluation process included all information about the site, its content, the general structure and its technical standards, and to achieve the objectives of the study, it was relied on (the descriptive analytical approach) as it is considered one of the most Appropriate research methods for the study and analysis of the site. Here, the study revealed a number of results regarding the sites (the study sample), the most important of which was that the efficiency of the electronic sites (the study sample It ranges from good to excellent, so the website of the Yemeni Ministry of Foreign Affairs ranked good with a rate of (59%), according to Alexa (1335770), while the rank of very good was the website of the Syrian Ministry of Foreign Affairs with a rate of (73.3%), according to Alexa (592066), while the rank of excellent was The share of the website of the Iraqi Ministry of Foreign Affairs at a rate of (81.7%), according to Alexa (81405), and the study reached a set of proposals, the most important of which was the proposal for a complete digital transformation of all documents and documents, and the possibility of paying fees electronically as well, which contributes to facilitating transactions and issuing them to all beneficiaries in a form It is fast and easy, and the sites (the study sample) need to be supported in several languages, and the level of their support for other languages is good and that they are not limited to the Arabic language only.
